February 2024
Good afternoon,
Please enjoy this month's edition of the Grants Management Newsletter, where we highlight the latest advancements across the state utilizing the Coronavirus State and Local Fiscal Recovery Funds (SLFRF).
As we head into March, I want to share a few updates about our progress at the GMO.
First, this month our team held its initial kickoff meeting with IGX Solutions, our new grants management system supplier. The GMO is excited for the opportunity to implement a new system that can realize additional efficiencies and streamline the shared collaboration between our office and our stakeholders. Stay tuned for future updates on this system.
Second, the GMO team will have limited availability this week as we will be attending an annual training to enhance the knowledge and skills of each team member. The GMO continues to strive to be an excellent resource to you and your team, and our trainings help us achieve that goal. We appreciate your understanding for any delayed responses you may experience during this week.
Finally, I want to thank you all for your continued diligence in getting us your quarterly metrics. The GMO team successfully submitted the federally required Q4 2023 report to the U.S. Department of the Treasury on time, and we couldn't have done it without you. Read our latest press release to learn more.
As always, if you ever have any questions, please contact me or my team for assistance.
Sincerely,
Parker Wise
Director of Grants Management,
Office of Management and Services

Latest federal guidance:
New FAQs for SLFRF
On Feb. 6, the U.S. Department of the Treasury released new frequently asked questions (FAQs) for the SLFRF program. No action is required at this time.
These FAQs address the three eligible use categories discussed in the 2023 interim final rule.
- Emergency relief from natural disasters.
- Surface Transportation projects.
- Title I projects.
The revision table on Page 2 of the FAQs lists the new FAQs, which can be found in Sections 14-16, and existing FAQs that have been updated as well.
Helpful tip
Did you know agencies are responsible for monitoring their subrecipients' procurement and contracting to ensure they meet all federal guidelines?
According to the recently updated SLFRF FAQ, section 13.6, the U.S. Treasury does not require that there be specific language included in bidding packages, but SLFRF recipients must ensure all contracts made with SLFRF award funds contain the applicable contract provisions listed in 2 CFR Part 200, Appendix II.

Shoutout to our partners at Oklahoma CareerTech for their work to expand training options and reduce their six-month waitlist for aspiring truck drivers.
The State Legislature has allocated $6.2 million to this dedicated effort of expanding the truck driver training program, one of several key workforce development initiatives funded by ARPA dollars.
A heartfelt thanks to the CareerTech team for their collaboration and progress on this project.
