We are excited to announce a new feature you'll see on the ARPA website. The ARPA Program Tracker dashboard is intended to give further insight to citizens and the Legislature to keep up with the latest advancements we are making together on all of the ARPA projects. Be sure to check this out and let us know if you see anything that needs to be adjusted.

GMO guidance updates

New GMO guidance:

OMES also recently published the new Statewide Accounting Manual, which we have placed on the Subrecipient guidance webpage for easy access as needed.

Latest federal guidance:

On Nov. 20, the U.S. Department of the Treasury’s new Obligation interim final rule (Obligation IFR) for the State and Local Fiscal Recovery Funds (SLFRF) program was published in the Federal Register. The Obligation IFR became effective upon publication, and the 30-day public comment period began. The public comment period for the Obligation IFR runs until Dec. 20, 2023.

REMINDER: On Sept. 22, the Office of Management and Budget announced significant pending changes to the Uniform Guidance. The proposed changes are available for viewing in the Federal Register and are open to public comment for a period of 60 days (from Oct. 5 through Dec. 4, 2023).


If you would like GMO to consider drafting guidance for your agency on any ARPA-SLFRF-related questions or to submit a question to the U.S. Department of the Treasury on your behalf, please complete this online form.

Helpful tip

Did you know recipients must complete and meet the substantive requirements of a Written Justification for projects where the total capital expenditure is $1 million or greater?

Subrecipient recognition

This month, we're giving a huge shoutout to our partners at the Office of Juvenile Affairs for utilizing ARPA dollars to renovate youth housing in Oklahoma City.

This transformation is a great example of the tangible improvements possible with these funds. Kudos to the OJA team for their commitment to providing refreshed and supportive spaces for young Oklahomans.
