2026 Notice of Rulemaking and Proposed Rules available for public comment

Pursuant to 75 O.S. § 303(B), the Board is providing Notice of Rulemaking.  A Rule Impact Statement and the Proposed Rules for public comment are linked below.  Information for submitting comment can be found below.  Persons may also submit comment using the state's rulemaking system at https://rules.ok.gov/proposedrules .   

Persons may submit written comments to Joshua Smith, State Director of Tests, at P.O. Box 36307, Oklahoma City, OK 73136.  Comments will be accepted through October 31, 2025.

A public hearing will be held to provide an opportunity for persons to present their views regarding the proposed rulemaking action.  Each person will be allowed a maximum of 5 minutes to speak.  All persons attending must sign the roster.  The hearing will be held on Friday October 31, 2025 from 9:30 a.m. - 11:00 a.m. at the Administrative Offices of the Board, located at 3600 N. Martin Luther King Ave., Building 1, Oklahoma City, OK 73111.
