SH-351/Muskogee Turnpike Projects Update 

Two SH-351/Muskogee Turnpike construction projects are nearing completion. Motorists should expect continued delays and congestion in these work zones through early September.

🚧 Pavement Replacement Project between SH-51 and Porter (mm 12-19) 

Eastbound and westbound SH-351/Muskogee Turnpike is narrowed to one lane in each direction between just northwest of SH-51 (mm 12) and E. 181st St. (mm 19) near Porter as part of a pavement reconstruction project. Workers are on site from 7 a.m. to 6 p.m. daily Monday-Saturday to speed up the completion of a delayed construction timeline. Additionally, northbound Muskogee Turnpike will have a short rolling roadblock at mm 19 near Porter at 7 p.m. tonight for shoulder repairs.

This 7-mile pavement replacement project is now in its final stages but is about six months behind schedule. This ACCESS Oklahoma project replaces 57-year-old pavement that originally was constructed in 1969 and has served its useful life. The delay caused this project to overlap with a second nearby construction project, resulting in extended work zones and additional traffic impacts for motorists. 

Duit Construction was awarded the $34.4 million contract in December 2024 and work started in March 2025 with completion originally expected in spring 2026. Due to scheduling issues, the contractor has been delayed.

  • Remaining work includes: 
  • Completing the final mainline paving this week
  • Installing about 2 miles of median concrete barrier
  • Removing temporary concrete barrier walls throughout the work zone
  • Permanent striping of the lanes

It is anticipated this project will reach substantial completion and allow traffic to return to its normal configuration by early September. After traffic is restored, crews will remain on site to complete final striping, sod installation, and project cleanup outside of the travel lanes.

🚧 DBR & Diamond Grinding Project between Porter and near Muskogee (MM 19-29) 

The second project includes dowel bar retrofit installation and diamond grinding of the mainline pavement surface on eastbound and westbound Muskogee Turnpike between Porter (mm 19) and north of Muskogee (mm 29), which is narrowed to one lane in each direction in 4-mile segments. 

The SH-351/Muskogee Turnpike ramps at US-69 near Tullahassee will be intermittently closed Thursday and Friday nights including:

  • Eastbound Muskogee Turnpike off-ramp to US-69 will be closed from 8 p.m. Thursday to 6 a.m. Friday. Detour: Continue to the US-62 exit and take US-62 to US-69.
  • Westbound Muskogee Turnpike off-ramp to US-69 will be closed from 8 p.m. Friday to 6 a.m. Saturday. Detour: Take exit at US-62 and take US-62 to US-69.

The nearly $7 million pavement rehabilitation project, which includes dowel bar retrofitting, diamond grinding, and sealing joints, was awarded by the Oklahoma Turnpike Authority Board in January to Emery Sapp & Sons.This rehabilitation project will improve the ride smoothness and extends the useful life of the pavement. Work is on schedule and expected to be completed in early October.
