DDS UPDATE – JoAnne Goin, Director of DDS
Six people left at SORC with one scheduled to move this week.
There are 7077 people on the waiting list as of 4/16/2015 and we are getting services to people who applied as of 1/20/2006.
No remaining budget. Expended this year's appropriation in October 2014. DDS is only working emergencies and not the waiting list pending our funding request for this year. We do not have a budget set for next year yet. We are in double jeopardy this year because our FMAP has gone down; we are paying 38% of Medicaid services while FMAP is paying 16.99%.
On Tuesday May 5th, Kathy Greenlee, the administrator for the Administration of Community Living in Washington DC will be here.
Hosting Mary Lee Fay from NASDDDS on May 20th to meet with the No Wrong Door executive group regarding supporting families and community best practices as we move forward and create the information intake system.
Question: Has DDS always had to pay the higher percentage of Medicaid? DDS has always had to pay. The state economy determines the FMAP percentage paid requiring DDS to come up with the rest.
Question: Does the DD Advisory Committee need to do more than they are doing now aside from being at the capital and sending letters? Continue sending the letters.

- OAC 340:100-3-14. Statewide Behavior Review Committee (SBRC) is revised to:
- Provide clear guidelines indicating prior review and approval of the use of restrictive or intrusive procedures is required except in emergency situations
- Provide instructions for submitting protective intervention protocols containing restrictive or intrusive procedures
- Ensure person centered planning principles and positive procedures are utilized in protective intervention protocols; and
- Provide guidelines for the review of protective intervention protocols when the person is served by the Robert M. Greer Center.
- Rule impact:
- The classes of persons affected by the proposed rule changes are individuals receiving DDS, who bear no costs associated with the implementation of the rule. The rule changes are cost neutral.
Wanda – Why was the word "training" was removed from page 1, Section 3, B, iii?
Michaela – PIP does not focus on staff training which is addressed elsewhere in policy.
Wanda – on pg. 3, #2(B), who are the "protocol authors"?
Michaela – it is the person who wrote the protocol, usually master's level people who are required to have a license psychologist as supervisor and both of those people may be involved in the writing of the protocol.

NEW BUSINESS
Wanda question – if a person in a 24-hour support living home is put in the hospital for an extended period of time (90 days), what happens to that placement?
14 therapeutic days are built into that waiver. A person can be gone from a waiver for up to 90 days and be able to enter back into that waiver. As the 90 days approaches, DDS will have conversations with the individual and their guardian about what will happen if the 90 day mark passes by. These situations are dealt with on a case by case basis. For clarification, it is not a total of 90 days but 90 consecutive days per hospitalization.
The APPSE Conference in May 13th at Embassy Suites in Norman sponsored by DDS and Department of Rehab.
Oklahoma is now an employment first state meaning community integrated employment is first choice but options remain available.
