1. CALL TO ORDER – Wanda Felty, Chairperson;

Marcellius Bell, Tori Collier, Greg Crawford, Rene' Daman, Angela Donley, Wanda Felty, Jennifer Jones, Consuela Logan, Terry Trego, Linda Sechrist for Ellyn Hefner

2. ROLL CALL – Angela Donley, Secretary; Membership reduces – quorum changed to 9

3. *APPROVAL OF MINUTES –January 10, 2019;

4. DDS UPDATE – Beth Scrutchins DDS director;

Group discussion on gift-giving from the individual to the caretaker. Current policy says no more than $20 annually. Suggested raising that to $50 with each provider agency setting its own rules on gift limit.
Chairman Thompson spoke at OCP about a waiver stabilization fund, 3-5% increase in provider rates and waiting list money.
EVV – meeting with First Data the first week in may along with providers and caregivers.
New Waivers

Children's Waiver for kids at risk for or in custody with high behavioral needs. DDS received money from Child Welfare to serve 60 children.
STAR Waiver – Community of Practice Supplement to include Case Management, Respite, prescription medications, incontinence and nutrition supplies and dental.

Advisory Group for Waiting list – 20 random families with no connection will meet every two weeks beginning 4/16/2019.
New positions from Child Welfare to assist with Intake and navigating outside resources
Waiting List Clean-Up – DDS has made contact with every person/family on the waiting list or they were removed as unable to locate (around 2,400). Contact will be made yearly to keep waiting list updated.

5. STAR Waiver – Marie Moore

STAR Waiver – Community of Practice Supplement to include Case Management, Respite, prescription medications, incontinence and nutrition supplies and dental.

5. * APPROVAL OF RULES – Terry Trego, Policy Sub-Committee Chair;

Add eligibility criteria for Prader-Willi Syndrome (PWS) services when an applicant provides documentation he or she has a condition closely related to PWS, except mental illness. The DDS director or designee my grant an exception to the PWS DNA Methylation analysis when the individual provides documentation containing objective evidence he or she has a condition closely related to PWS.
Clarify when an applicant may be removed from the waiting list; and
Clarify an applicant may remain on the PWS waiting list when he or she declines or the applicant is not 18 years of age.

OAC 317:40-1-4 is created to:
Discussion on clarification of EVV reporting requirements and what setting will necessitate EVV.

Establish DDS Home and Community-Based Services (HCBS) Waivers billing procedures for Electronic Visit Verification (EVV).
