This School Food Authority (SFA) operates the National School Lunch.

The following areas were corrected prior to the On-Site Portion of this Administrative Review (AR):

  • Civil Rights:
    • The School Food Authority (SFA) did not provide documentation of the topics covered during the annual civil rights training as required by FNS Instruction 113-1. Prior to the On-Site visit, this documentation was provided to the State Agency (SA) reviewer.
    • The SFA did not provide their procedure for handling civil rights complaints at the time of the Off-Site visit.  FNS Instruction 113-1 requires all SFAs to have a written procedure for handling civil rights complaints.  The SFA provided this policy at the time of the Off-Site portion of this AR.
  • Non-program Food: At the time of the Off-Site portion of this AR the SFA disclosed there were charging $3.00 for adult meals. 7 CFR Part 210.14 (e) (6) (iii) (2) (i) and (ii) requires SFAs to charge enough for adult meals to cover the total reimbursement received for a free meal plus the per meal value of commodities.  The SA reviewer determined the SFA should be charging at least $3.53 for adult meals.  On 10/25/17, prior to the On-Site portion the SFA raise their adult meal prices to $3.55.
  • Unpaid Meal Charge Policy:  The SFA did not provide their unpaid meal policy at the time of the Off-Site visit.  USDA Memo SP46-2016 directed all SFAs to have on file an unpaid meal charge policy by July 1, 2017.  Prior to the On-site portion of this AR the SFA provided the SA reviewer with their policy. The SFA also had the policy posted on their website.
  • Eligibility Certification:  During review it was determined that one application was certified in error. The error resulted in one child receiving reduced price meals when eligible for free meals. The errors were due to miss-categorizing the households' income in the wrong benefits category (7 CFR Part 245.6). This error resulted in a Performance Standard I (PSI) Violations.  Prior to the On-Site portion of this AR the SFA changed the eligibility of the child in question's eligibility and issued the notification of change in eligibility letter to the household.  Fiscal action is required.

Corrective action for the above was made prior to the On-Site portion of this AR.  No further action is required for the above.  


Findings and Recommendations Identified During the Off-Site Portion of the Review Conducted August 3, 2017:

There were no additional findings the SFA did not take corrective action on prior to the On-Site.

Reviewer's Comments:  I want to commend Ms. O'Connell and Ms. Humpal on the excellent job they are doing. Throughout this review I always got quick responses to my requests.  I want to comment Ms. Humpal on her menus and her management of the kitchen. Keep up the good work!
