Subject: Retroactive Rate Adjustments

Date: January 19, 2022

Dear ADvantage In-Home Providers,

The Oklahoma Department of Human Services is pleased to announce the retroactive rate increases equal to 20% of claims for the period beginning January 1, 2021 through June 30, 2021 are being finalized now. The retroactive rate increases are designed to assist providers in recruiting and retaining staff in this highly competitive labor market.

To participate in the retroactive rate increase, providers must have signed and submitted the attached attestation regarding the use of funding under the retroactive rate increase. Funding for the retroactive rate increase may only be used for the following purposes:

  • Employee wages and benefits
  • Overtime and/or hazard pay
  • Recruitment or attendance bonuses
  • Other incentive pay
  • Health and safety costs
  • Other payroll related costs

The retroactive rate payments will be applied as a claims adjustment by the Oklahoma Health Care Authority, and a bulletin will be sent out once the specific date of the claims adjustment is known.

For providers who have not yet submitted a signed attestation, please do so as quickly as possible and no later than close of business this Friday, 1/21/2022. For those providers from whom we have not yet received an attestation and who have an agency email address in Harmony, an email reminder will be sent out this morning.

Signed attestations must be submitted to MSUApplicationIssue@okdhs.org where they will be routed for archiving.

Thank you for all you do in supporting ADvantage Members. If you have questions regarding this initiative, please contact Kathleen Kelley at kathleen.kelley@okdhs.org.
