Advanced Supportive/Restorative Supervision Requirement Change

As part of the cost saving measures related to the FY2018 DHS budget allocation to potentially avert an implementation of an enrollment freeze for applicants to receive ADvantage services, theMedicaid Services Unit – ADvantage Administration (MSU-AA) announces a change in the ADvantage Program Service Standard requirement for nurse supervision for Members receiving Advanced Supportive/Restorative (ASR) Assistance effective July 1, 2017.

The MSU-AA is changing the requirement for supervisory visits for ASR Members, conducted by the Home Care Provider nurse, from a monthly basis (once every month) to a quarterly basis (once every three months) beginning July 1.

As Member health and safety is of utmost importance in the ADvantage program, the ASR supervisory visits are expected to be conducted without an excessive lapse in time by completing subsequent visits either extremely early or extremely late.  For example, if an ASR supervisory

visit was conducted on July 1st, the next quarterly visit is due on or about October 1st, and should not occur in August or November.

Please note that while the Consumer-Focused Quality Care Review (CFQCR) tool for Home Care Providers references the Service Standards language related to monthly ASR supervisory visits, the Quality Assurance/Improvement (QAI) department will recognize the effective date of this change and apply the condition respective to the requirement(s) in place during the audit timeframe.
