Any active ADvantage Member who can confirm they are able to comply with EVV requirements, can direct one’s own care with or without an authorized representative’s assistance, and chooses CD-PASS services.
CD-PASS
The Consumer Directed Personal Assistance Services and Supports (CD-PASS) service allows active ADvantage Members to self-direct personal care services by:
a) empowering the Member to become the employer and hire their own employee, a personal assistant or PSA, and;
b) managing a personalized employer budget.
Once service plan hours are set by the Member’s Case Manager, the Member will negotiate the wage rate with the employee (within a maximum limit) and develop a member-centered service schedule.
EVV for CD-PASS
Electronic Visit Verification (EVV) is required for CD-PASS. Paper timesheets are no longer accepted. Low or no cost EVV devices may be available to certain active ADvantage Members.

A Financial Management Service (FMS) supports the Member in payroll to assist in following all rules, regulations, and labor laws. The FMS also provides several member-centered methods for EVV compliance with an integrated EVV system.
