ADvantage Program CD-PASS Service Option Rate Increase July 1, 2013

The Oklahoma Legislature, through Senate Bill 1120 (SB 1120), appropriated $8 million state ($21 million state/federal combined) to the Oklahoma Department of Human Services (OKDHS) for an increase in reimbursement rates for home and community-based services administered by both Developmental Disabilities Services and Aging Services.   This rate increase applies to services that are delivered by direct care professionals such as Habilitation Training Specialists (HTS) and Personal Care Attendants.

Since a rate increase for CD-PASS personal care services would require the Case Manager to complete a new Individual Budget Allocation Worksheet, the same procedure we currently follow regarding pay increases for employees will remain in effect:  The increases will occur at the time of the Member ’s annual reassessment. 

Maximum Pay Rates for CD-PASS Personal Care Services:

Pay increases, incorporating the new unit rates, will become effective on July 1, 2013.  The maximum pay rate for S5125 - Personal Services Assistance is $3.32 per unit.  The maximum pay rate for S5125 TF - Advanced Personal Services Assistance is $3.98 per unit.  The maximum pay rate can be calculated using the IBA worksheet 7.1.2013. The maximum pay rate is dependent upon the number of units authorized for S5125 and S5125 TF and the required minimum balance of the optional expense account.

If you currently provide Case Management services to a Member whose plan year begins in July, the Member can increase their Personal Services Assistant and Advanced Personal Services Assistant pay rate.  The worksheet will calculate the unit rate accordingly.   The Member would still be required to send in a pay rate increase to PPL prior to their reassessment date.

Individual Budget Allocation Worksheet (IBA worksheet):

The new IBA worksheet will be posted on the PPL website beginning July 1, 2013. Case managers should begin using this worksheet for reassessments and service plan revisions beginning July 1, 2013.The worksheet will be titled, “IBA worksheet 7.1.13.”
