OKLAHOMA CAPITOL --- A new state law has recently gone into effect requiring that parents who owe child support and parents who are due child support payments register their mailing address with the Oklahoma Central Case Registry.
Under this law, parents register their address of record by including this information in paternity and child support court orders. The registered addresses of parents ordered to pay child support can be used for service of process in paternity, child support, visitation and custody proceedings. These addresses do not have to be home addresses. Those who owe child support must also submit any change of address in writing to the Oklahoma Central Case Registry within 30 days of the change. If an address is not updated with the registry, that address is still considered legally valid for service of process.
The address of record will also be the address for receipt of payments. This does not have to be a home address, and the Oklahoma Department of Human Services Child Support Enforcement Division can refuse to disclose the home address if there is reasonable evidence of domestic violence or child abuse. Parents who are owed child support must submit any change in their address of record to the Oklahoma Central Case Registry within 10 days of the change to insure prompt payment.
"We must still protect home address and locations when there is a danger of family violence, while allowing court papers to be served on the other party at their address of record," said Ray L. Weaver, director, OKDHS Child Support Enforcement Division. "This new law allows us to provide better customer service while protecting those we serve. It also answers a common complaint that we don’t provide addresses when ex-spouses go to court over custody violations."
