OKLAHOMA CAPITOL --Effective March 20 thru March 31, 2000, all Department of Human Services (OKDHS) county offices will begin taking applications for the Energy Crisis Assistance Program (ECAP).
ECAP is an energy assistance program administered by OKDHS in cooperation with the federal government to provide seasonal assistance to low-income households to assist with home fuel bills and provide help for some families who have received utility cut-off notices.
To qualify for ECAP assistance, households must have experienced a precipitating factor that caused them to be unable to pay their home energy bill. For example, having to choose between purchasing food for children in the household and paying for heating fuel.
Households must also have either a valid notice of scheduled cut-off within 72 hours, valid disconnection notice from heating supplier, valid notice of refusal to provide additional service when fuel supply will be depleted in 72 hours or valid information regarding new connection fees.
The ECAP benefits are limited to a one-time payment in the amount necessary to connect, restore or maintain energy service to the household. The amount cannot exceed $100 for a one-person household or $150 for a household of two or more persons or the amount owed to the supplier.
Approval for ECAP is based on income. A three-person household with a net monthly income of $1,273 or a single person household with a monthly net income of $756 may be eligible.
