SUMMARY:

340:50-3-1 Instructions to staff is amended to: (1) update the OKDHSLive phone number and how applicants may file an application; (2) add authorized representative information regarding: (a) when to designate a household member as the authorized representative; (b) how to determine if someone is already designated as the second EBT cardholder; (c) the requirement to designate an authorized representative in writing and to state what actions the household wants the authorized representative to perform for it; (d)the ability of the household to allow a household member or non-household member to purchase food for the household with the electronic benefits transfer (EBT) card; and (e) coding instructions to allow or restrict access to the household's food benefits; (3) how the worker determines if a person has an intentional program disqualification; and (4) add a rule citation.

340:50-3-2Instructions to staff is amended to: (1) move information regarding which form to use to schedule a Supplemental Nutrition Assistance Program (SNAP) interview; (2) add the requirement to complete a postponed interview by the end of the expedited certification period and examples that illustrate how the end of the expedited certification period is determined; and (3) clarify when a postponed interview must be completed and postponed verification provided to avoid a break in food benefits.

340:50-5-10.1 Instructions to staff is amended to add instructions regarding:(1) how county staff should handle law enforcement requests for information regarding fleeing felons or probation or parole violators;(2) how the worker should handle a disclosure by the household that a household member is a fleeing felon or probation or parole violator; and (3) how SNAP program field representatives handle information received from Office of Inspector General staff that a household member may be a fleeing felon or probation or parole violator.

340:50-7-22 Instructions to staff is amended to: (1) exclude military combat pay from income consideration; and (2) update information regarding the Oklahoma Achieving a Better Life Experience (ABLE) Program to:(a) add the name of Oklahoma's ABLE Program and how it is administered; and (b) increase the annualgift tax exclusion amount; and (c) add the maximum ABLE account balance.

340:50-7-30 Instructions to staff is amended to add instructions regarding how to calculate (1) capital gains income and where it is located on the federal tax return; and (2) rental income depending on whether the person actively manages the property.

340:50-7-31 Instructions to staff is amended to clarify that:(1) dependent care costs may include activity fees and the cost of transportation to and from the dependent care facility; and (2) the worker must document why dependent care costs were questionable in Family Assistance/Client Services (FACS) when he or she requires dependent care verification.

340:50-7-46 Instructions to staff is amended to add information regarding:(1) the missing check calculator when a pay stub is missing; and (2)BENDEX and SDX and hyperlinks to Quest articles.

340:50-9-5 Instructions to staff is amended to:(1) change reporting time frames for annual, semi-annual, and change reporting households; (2) change OKDHSLive phone number; (3) update where systems coding instructions and CWA report information are located; and (4) change reporting requirement for unearned income for change reporters to $100.

340:50-10-1 Instructions to staff is amended to add food benefit issuance dates.

340:50-10-3 Instructions to staff is amended to:(1) add instructions for giving an authorized representative access to the household's food benefits and how a person selects a personal identification number; (2) add how to verify a person's identity for EBT card issuance purposes; (3) add information regarding what is considered an initial SNAP EBT card and how a SNAP EBT card is printed; and (4) update the EBT training video used, which staff may conduct the training, and when the client may be asked to view the training video again.

340:50-10-5 Instructions to staff is amended to:(1) update EBT card replacement instructions and the length of time it takes for clients to receive replacement cards; (2) add when and how staff request Oklahoma Department of Human Services Finance and Administration Electronic Payment ServicesUnit assistance in issuing a replacement card; (3) update instructions for issuing a SNAP EBT card to a new payee; and (4) add a rule citation.

340:50-10-9 Instructions to staff is revoked.

340:50-10-11 Instructions to staff is amended to update EBT card instructions when the household leaves Oklahoma.

340:50-11-5 Instructions to staff is amended to:(1) update when a Social Security number must be provided to match OAC 340:50-5-68; (2) clarify that a postponed interview must be completed and postponed verification provided by the last day of the expedited certification period to avoid a break; in service and add examples; (3) add forms used to set an interview date and request verification;(4) clarify when the household must complete a new application following a one- or two-month expedited certification; and (5) add rule citation.

340:50-13-2 Instructions to staff is amended to:(1) update staff procedures when a client requests a fair hearing; and (2) require staff to reopen or restore food benefits to the previous level pending a fair hearing when requested within the 10-calendar day time frame unless the household waives continuation of benefits.
