SUMMARY:

340:65-1-3 Instructions to staff are revised to: (1) remove outdated information regarding physical case records; (2) add a reminder to staff to provide a paper or electronic copy of the application or renewal to the client when requested; (3) update case transfer procedures; (4) update terminology; and (5) simplify and clarify language.

340:65-3-2 Instructions to staff are revised to: (1) add when a minor may be the payee on a State Supplemental Payment (SSP); and (2) update coding instructions when the SSP payee is a minor or adult in need of a guardian or substitute payee.

340:65-3-4 Instructions to staff are revised to: (1) add information regarding G3 messages and the prisoner's (PRS) and date of death (DOD) data exchange screens; (2) add hyperlinks to Quest articles for information regarding several data exchange screens; (3) update alien registration card information; and (4) add rule citation.

340:65-3-6 Instructions to staff are revised to: (1) add when a minor may be the payee on a State Supplemental Payment (SSP); (2) update coding instructions when the SSP payee is a minor or adult in need of a guardian or substitute payee; (3) update information regarding how clients obtain and activate companion debit cards and place fundson the companion card; (4) add information regarding how clients set up bank transfers or place all or part of their cash assistance payment in a bank account; (5) remove information regarding a direct deposit form.

340:65-3-6.1 Instructions to staff is revised to: (1) reorganize electronic benefit transfer (EBT) information for better readability; (2) update the training videos used to train clients on proper usage of their EBT cards; (3) add information regarding how initial EBT cards containing Supplemental Nutrition Assistance Program (SNAP) food benefits are now printed; (4) explain when an EBT card is considered an initial card; (5) explain how staff request card printing assistance from Finance and Administration Electronic Payment Systems (EPS) staff; (6) update procedures used to issue EBT cards for authorized representatives; (7) update information regarding how clients request EBT replacement cards containing SNAP food benefits and the length of time it takes for clients to receive EBT replacement cards; (8) add instructions regarding when to request EPS staff help to replace anEBT card containing SNAP food benefits; (9) add instructions for granting a new payee access to the current food benefit account balance; (10)add instructions regarding how to change the authorized representative on a case and the need to first deactivate the old authorized representative; (11) add information regarding when food benefits are expunged from a client's EBT account balance; (12) update information regarding staff actions when a client plans to move out of state; (13) add additional duties EBT specialists with read only privileges may perform;(14) update EBT card ordering procedures; (15) update terminology; and (16) add policy citations.
