To report a missing or lost child or endangered adult, please contact your local police or sheriff’s department by dialing 911.

Amber Alerts
- There is reasonable belief by law enforcement that an abduction has occurred.
- The law enforcement agency believes that the child is in imminent danger of serious bodily injury or death.
- There is enough descriptive information about the victim and the abduction for law enforcement to issue an AMBER Alert to assist in the recovery of the child.
- The abduction is of a child aged 17 years or younger.
- The child’s name and other critical data elements, including the Child Abduction flag, have been entered into the National Crime Information Center (NCIC) system.
Blue Alerts
- A law enforcement officer has been killed or seriously injured and the law enforcement agency investigating the incident has information identifying an individual as a suspect connected to the incident.
- The law enforcement agency that is investigating the suspect determines that the suspect poses a serious risk or threat to the public and other law enforcement personnel.
- The law enforcement agency investigating the suspect has obtained either:
- The name of the suspect,
- A detailed physical description of the suspect, or
- A description of the vehicle of the suspect, vehicle registration plate numbers or letters or partial vehicle registration plate numbers or letters.
Endangered Missing Persons (EMA) Alerts
Issued for a child aged 17 years or younger who does not meet AMBER Alert criteria and is believed to be endangered.
Issued for a critical missing adult between the ages of 18 and 59 whose whereabouts are unknown and who is believed to be abducted.
- The Commissioner of Public Safety shall be the statewide coordinator of the Kasey Alert system and shall coordinate with media outlets for the rapid and accurate announcement of a Kasey Alert to the public.
- The Department of Public Safety shall promulgate rules as necessary to implement this act, provided that the rules shall include the following:
- The procedure to be used by law enforcement agencies to verify whether an adult who has been reported missing is believed to be at risk of abduction or being taken against his or her will;
- The criteria for law enforcement agencies to consider in circumstances in which a missing person may not meet the definition of a critically missing adult but whose safety would be best protected by the issuance of a Kasey Alert;
- The procedure for law enforcement agencies to follow in initiating a statewide Kasey Alert;
- The method whereby information is distributed to statewide media outlets;
- The procedure for the receipt and evaluation of information received from the public about a critically missing adult; and
- The procedure for the termination of a Kasey Alert.
Silver Alerts
- A Silver Alert shall be activated if a local law enforcement agency:
- Receives notice of a missing senior citizen;
- Verifies that at the time the senior citizen is reported missing:
- the person reported missing is sixty (60) years of age or older,
- the location of the senior citizen is unknown, or
- the senior citizen has dementia or other cognitive impairment;
- Determines that the disappearance of the senior citizen poses a credible threat to the health and safety of the senior citizen; and
- Determines that information which may assist in the safe recovery of the missing senior citizen is available.
- The local law enforcement agency shall:
- Require the family or legal guardian of the missing senior citizen to provide documentation of the impaired mental condition of the senior citizen;
- Determine identifying information about the missing senior citizen and any other information which might be useful to the general public in the safe recovery of the missing senior citizen; and
- Report the individual through the national crime information center immediately upon the issuance of a silver alert.
