OKLAHOMA CORRECTIONAL INDUSTRIES
Oklahoma Correctional Industries (OCI) is an integral part of the Department of Corrections. Correctional Industries is a self-supporting sub-entity of the Oklahoma Department of Corrections that employs offenders who lack marketable job skills. These skills and work experiences are attained through our well-managed correctional industries programs that allow for the offenders' successful return to society.
All products and services produced by Correctional Industries must be high quality, sold at fair market, and produced without taxpayer support resulting in savings to the state. Products and services are available to state offices, departments, institutions, agencies, counties, cities, districts and political subdivisions, schools, colleges, or universities, or any agency thereof, or any agencies of the state, which are supported in whole or in part by this state. Not-for-profit corporations or charitable agencies chartered in Oklahoma or other states may purchase such goods and services as well as current and retired state employees. Units of the federal government and units of government in other states may also purchase such goods and services. All entities who contract with the state, its political units, its agencies, its public institutions, and not-for-profit corporations may purchase goods or services from the Department of Corrections that are used in the performance of such contracts.
OCI was established in the mid-1970s, however, was all but destroyed during a prison riot at the Oklahoma State Penitentiary in 1973. Since then, the program has grown significantly to include 14 operations including 2 partnerships, across 10 facilities employing approximately 600 inmates.
OCI has 13 locations across the State of Oklahoma with 18 Factories and three PIECEP, historically averaging an employment base of 1200 offenders.
OCI offers over 1500 standard products as well as thousands of customizable variations. Call customer service for details. OCI is also involved in recycling paper, cardboard, and pallets. In addition, OCI recycles ink cartridges for its own use.
AGRI-SERVICES
The Agri-Services division of the Oklahoma Department of Corrections is a self-supporting, multi-faceted agricultural operation that encompasses over 15,900 acres of range land, woodlands, and cropland located at ten sites across the State of Oklahoma. Beginning as a program included with the OCI program, Agri-Services became self-supporting in the 2000's and has grown into the wide-ranging agricultural operation it is today. Agri-Services manages a meat processing center, and a dairy/milk processing facility, which reduces inmate food costs to the ODOC and ultimately to the taxpayers of Oklahoma. Primary income generators for the Agri-Services division include the sales of livestock, meat, milk, canned and frozen foods, fresh vegetables, small grains, pecans, firewood, and leather goods. The Agri-Services division manages over 3,700 head of beef cattle on ten farm units, and one unit with over 200 nanny goats, across 10,312 acres of pasture, 3,191 acres are woodlands, 1,701 acres are cropland, and 763 acres dedicated to buildings, roads, lagoons, and rivers.
OUR MISSION
Oklahoma Correctional Industries is a division of the Oklahoma Department of Corrections. OCI utilizes offender labor, along with salaried supervisors and administrative staff, to provide various products and services to qualified customers throughout the state of Oklahoma. The concept of prison work programs is not a new one and the Oklahoma program has operated in some form since shortly after statehood. The industries program in Oklahoma was all but destroyed during a prison riot at the state penitentiary in 1973. The program, as it stands today, was established in the mid-1970's and has grown significantly to include 23 operations located within nine state correctional facilities. OCI employs approximately 72 salaried personnel and an average of 1050 offender personnel. Current plans for expansion of OCI operations and product lines ensure continued future growth and employment.
The Major Goal of OCI is to provide HOPE for the future.
Helping the offender worker to learn the work ethics needed to function in a productive career by providing meaningful employment during their period of incarceration.
Oklahoma made products and services built with pride, confidence, and know-how that Oklahoma workers are famous for providing.
Providing the offender worker a useful skill with the hope that it will be utilized after the term of incarceration has been completed.
Economically, conserving taxpayer's money by providing quality products and services to eligible customers at competitive market prices.
While the Oklahoma industries program is extensive, it costs the taxpayers of this state absolutely nothing. Oklahoma Correctional Industries is entirely self-supporting. The salaries of all administrators, factory superintendents, sales representatives, support personnel, and offender workers are paid with monies generated from the sale of OCI products and services rather than state appropriated funds. In addition to salaries, all equipment and materials required for production is purchased from these revenues.
Section 549.1 and Title 57 of the Oklahoma State Statute authorizes Oklahoma Correctional Industries' activities. A complete copy of this law can be found under - About Us - Procurement Schedule. This statute requires all state agencies to consult with OCI prior to the purchase of the products or services. If OCI is able to provide a comparable product or service, at a competitive price in a reasonable amount of time, the agency is required to purchase the product from OCI. Additionally, all counties, districts, cities, or any related subdivision thereof, schools, or any other charitable not-for-profit organization may place direct orders for goods and services from OCI without utilizing the competitive bid process.
Oklahoma Correctional Industries is dedicated to providing quality products and services at reasonable prices with a prompt delivery schedule. This catalog has been designed to make it as easy as possible to order from OCI. We are constantly growing and expanding to meet the needs of our customers and to employ more offender workers and from time to time, we will issue supplemental pages with additional products and services as well as specification and price changes for existing product lines.
OUR PARTNERS
DOC- The Oklahoma Department of Corrections (DOC or ODOC)
The agency responsible for the administration of the state prison system. DOC is responsible for the management, maintenance and security of 23 correctional facilities across Oklahoma.
OMES- The Office of Management and Enterprise Services
The state government’s backbone. Agencies utilize OMES for finance, property, human resources and technology services. OCI hopes to continue to work closely with OMES for all the support that is needed in all our ongoing needs.
NCIA- Correctional Industries (CIs)
The self-funded programs in correctional facilities that provide real-world work experience and training to incarcerated individuals to prepare them for successful reentry and employment after release. CIs reduce recidivism, save taxpayers' money, strengthen local and state economies, facilitate reentry, and contribute to victim restitution. NCIA is the professional association that supports the people and organizations that make these programs possible. As a member of NCIA, Oklahoma Correctional Industries has been able to attend valuable training to help ensure our programs grow, and continue to help incarcerated individuals in their future successes.
PIECP – The Prison Industry Enhancement Certification Program
Certifies that local or state prison industry programs meet all the necessary requirements to be exempt from federal restrictions on prisoner-made goods in interstate commerce. PIECP programs place people who are incarcerated in realistic work environments, pay them prevailing wages, and give them a chance to develop marketable skills that will increase their potential for rehabilitation and meaningful employment on release.
Terms & Conditions:
- Oklahoma Correctional Industries (OCI) applies a 3.5% convenience fee to all credit card transactions.
- If product is undamaged made to quote specifications and returned at the customers request, OCI reserves the right to charge a restocking fee
- Finance charges will be applied monthly to any past due invoice.

Acceptance of Order

This memo is an annual update of required file documentation regarding fire safety information for OCI manufactured products relevant to ACA Standards pertaining to furnishings and bedding materials located within correctional facilities. The attached sheet contains a listing of the applicable fire safety information OCI used to establish contracts for the purchase of raw materials for products that are used within correctional facilities.
Please retain this information for your files. You will be notified of any changes in materials specifications as it affects these products.

This certifies that the material used to manufacture products produced by Oklahoma Correctional Industries, as listed below, are specified to meet the following fire safety requirements.
Pillows
A. Boric acid treated cotton batting is required to meet California Technical Bulletin No. 117 and must pass flammability test California No. 129 and NFPA 701.
B. Ticking is a synthetic 2-ply vinyl polyester laminate and is required to meet Federal Standard #191 Method #5903, Vertical Flame Test.
Inner Spring Mattresses and Jail Pads
A. Boric acid treated cotton batting is required to meet California Technical Bulletin No. 117 and must pass flammability test California No. 129 and NFPA 701.
B. Ticking is a synthetic 3-ply vinyl nylon laminate and is required to meet Federal Standard #191, DOC FFA-72, Federal Standard #191-5041, 16 CFT Part 1632, FF4-72, California No. 129 and NFPA 701.
C. Sisal Pad insulator pads (for inner spring mattresses) must pass flammability test California No. 129 and NFPA 701.
D. Typar sheets (for inner spring mattresses) must pass flammability test California #129 and NFPA 701.
E. Effective January 1, 2005 - California Technical Bulletin 603, Open-Flame Standard for Mattresses will go into effect. The bulletin requires: Mattresses, box springs and futons provide protection against an open flame causing the product to burn intensely.
Jail Poly Fiber Mattress
A. Boric acid treaded cotton batting is required to meet Cal. Tech. Bull. 117 and must pass flammability test Cal. No. 129 and NFPA 701.
B. CV Clearview fabric required to meet flame retardant standards: ASTM D751, NFPA 701-1999 Test 2 Large, Cal. Tech. Bull. 117 sec E, Cal. Title 19-1237.1, and Cal. Tech. Bull. 121.
C. CV Clearview fabric required to meet bacteriostatic resistance standards: CAN/CGSB – 4.2 Method 28.2, and AATCC TM 147-1998.
D. CV Clearview fabric required to meet Liquid Penetration standards: Fed. Std. 191 5512.
Blankets
A. Blankets are made from 70% wool/30% man-made fiber. Wool is an inherent fire-retardant material that is difficult to ignite and is self extinguishing.
Offender Property Bag
A. CV Clearview fabric required to meet flame retardancy standards: ASTM D751, NFPA 701-1999 Test 2 Large, Cal. Tech. Bull. 117 sec E, Cal. Title 19-1237.1, and Cal. Tech. Bull. 121.
B. CV Clearview fabric required to meet bacteriostatic resistance standards: CAN/CGSB – 4.2 Method 28.2, and AATCC TM 147-1998.
C. CV Clearview fabric required to meet bacteriostatic resistance standards: CAN/CGSB – 4.2 Method 28.2, and AATCC TM 147-1998.
D. CV Clearview fabric required to meet Liquid Penetration standards: Fed. Std. 191 5512.
Case Goods
A. Desks, credenzas, file cabinets, bookcases, etc. are made from a material known by the trade name of Fiberesin. Fiberesin meets the flame spread criteria for Class C materials.
Chairs
A. Upholstery fabrics and vinyls must meet California Technical Bulletin #117, Section Depending on the fabric selected, the following standards may also apply: BIFMA Class A, UFAC Class 1, Federal Motor Vehicle Safety Standard 302, New York/New Jersey Port Authority Code Method 191A, and Boston Fire Code BFD IX-1.
B. Foam used in upholstered products is required to meet California Technical Bulletin #117.
C. Fiberglass shells used in OCI fiberglass stacking chairs are made of fire retardant resins to meet ASTM D 635 tests and conform to state and federal fire retardant requirements.
Modular Office Systems
A. Panel fabric passes ASTM E-84 Tunnel Test, NFPA 701, FAA - Para. 25.853B, New York/New Jersey Port Authority Code Method 191A, California Technical Bulletin #117 Section E (CS191-53), Boston Fire Code BFD IX-1, State of Massachusetts CMR 21.00. Government Service Administration - Public Building Specifications, UL Test #214.
B. Fiberglass insulation used in the construction of panels has a UL Class rating and a Flame Spread rating of <25 and a Smoke Developed rating of <50 when tested in accordance with both UL723 and ASTM E-84 test methods. Insulation materials also meet the requirements of NFPA 90A and 90B.
Warranty terms:
At Oklahoma Correctional Industries, it is our sincere desire to earn our customers’ business by providing excellence in product quality and customer service. All products sold are guaranteed to be free of defect in material or workmanship upon delivery. If an OCI product is delivered with any defects in materials or workmanship, we will repair or replace the product with a comparable product or credit your account for the original purchase price but must be reported within 14 days of delivery. Warranties are only valid to the original purchaser of the product and a purchase receipt is required for all warranty claims. OCI cannot warranty any order errors made on behalf of the customer but we will make every effort possible to achieve an acceptable solution at a reasonable cost. Due to the nature of our expanded product catalog we have divided specific warranty terms per product.
They are:
Heritage, Miller, Eclipse, Statesman, Transitions: Lifetime warranty* on workmanship and guaranteed to be free of defect in material. Use/abuse and normal wear and tear are not covered.
MACC OCI Upholstery/Wood Warranty
MACC OCI provides the following warranties on all individual component parts and sub-assemblies under conditions of normal use. In addition to the component warranties listed below, MACC OCI includes a Ten (10) Year Structural Warranty covering the structural integrity of the product’s frame and core construction under normal use.
Component Warranty Coverage (Normal Use):
- Structural Warranty (Frame/Core Structure): 10 years
- Gas Cylinders: 5 years
- All arms, bases, wood, mechanisms, metal components, and other plastic parts: 5 years
- Fabric and foam supplied by MACC OCI: 2 years
- Heavy-duty control mechanisms, casters: 5 years
- Self-skinned urethane parts and plastic shells: 5 years
Any chairs sold by MACC OCI but not built by MACC OCI will carry the Vendor’s Warranty, which may vary by vendor.
This warranty is based on normal use within a standard office environment, defined as single-shift use: eight (8) hours per day, five (5) days per week.
Exclusions — The Warranty Does Not Apply To:
- Normal wear and tear over the course of ownership.
- Damage caused by abuse, misuse, accident, or negligence.
- Abnormal use or use within extreme climatic conditions.
- Normal climate is defined as the temperature and moisture range typical for human comfort and health.
- Alterations or modifications not approved by MACC OCI.
- Products not installed, used, or maintained according to MACC OCI instructions and warnings.
- Products used for rental purposes.
Metal finishes:
One-Year Limited Warranty – Powder Coating Finish
- Coverage:
OCI warrants that the powder coating finish applied to our products will be free from significant defects in material and workmanship for a period of one (1) year from the date of original purchase, under normal and intended use and proper maintenance. - Intended Use:
This warranty applies only when the product is used under the conditions for which it was designed, including but not limited to: - Indoor/outdoor environments as specified by the product rating
What is Covered:- Peeling, cracking, or flaking of the powder coat finish
- Significant fading or discoloration beyond normal aging
- Loss of adhesion due to coating failure
- What is Not Covered:
- Damage caused by misuse, abuse, impact, abrasion, or vandalism
- Natural wear and tear, including minor surface scratching or dulling
- Exposure to outdoor weather when not designed to withstand
Parts, pieces, mechanisms, and components utilized from outside sources will be subject to their own terms and conditions.
Customized orders from any of our product lines may only be returned for issues with workmanship, damage from delivery or not built to approved specifications.
