Greetings,

As we wrap up the legislative session and near the end of the fiscal year, I’m excited to bring you the May 2025 edition of the Grants Management Newsletter, your regular update on the Oklahoma American Rescue Plan Act State and Local Fiscal Recovery Fund (SLFRF) program.

With spring in full swing, we've successfully completed another quarterly reporting cycle. As always, thank you to all of our partner agencies for your continued collaboration—your work keeps this program strong.

What we’re working on

  • Professional development:
    • In March, our team attended a national grants conference in Washington, D.C. It was a great opportunity to connect with grants professionals from around the country, gather best practices, and bring back new ideas to better support you.
  • Improved resources for NEUs:
    • We’re updating our local program (LFRF) website content and communications to provide non-entitlement unit (NEU) municipalities across Oklahoma with more assistance as they navigate the program.
  • Transition to OGX:
    • We're ramping up our Oklahoma Grants Exchange (OGX) rollout and moving toward using the portal as our main method for reporting.
      • Need help with onboarding? Reach out to Robin Frank—she’s leading the charge and happy to assist.
      • Have an idea for an enhancement? Feel free to reach out! We’ve gathered feedback from our partners and are working on a few enhancements, e.g. an ability to upload data from a template in order to cut down manual entry times.

Looking ahead

  • The deadline for the annual Recovery Plan Performance Report (RPPR) submission is July 30, 2025. The annual RPPR, provides the public and U.S. Department of the Treasury both retrospective and prospective information on the projects, like how performance management is incorporated into the projects to ensure that the projects’ outcomes are achieved in an effective and efficient manner.   • The fall 2026 expenditure deadline may seem far off, but now is the time to ensure your projects are on track. The final phase is critical, and we’re here to support you every step of the way as we close out projects and wrap up the program.

In April, the U.S. Treasury released the April 2025 Project and Expenditure Report User Guide to assist recipients with submission of annual reports. There are four notable modifications, including:

  • Reflects OMB updates to threshold amounts for Single Audits and Alternative Compliance Examination Engagements (ACEE) (Pages 81-82).
  • SAM.gov and Unique Entity Identifier (UEI) Verification (Page 24).
  • Program Income Earned Post Obligation Deadline (Pages 100-101, 123).
  • Obligation Cap and Reclassifications (Pages 29, 66-67).

Additionally, in January, the U.S. Treasury released user guidance for Project and Expenditure Reporting, which includes:

  • Attestations on remaining unobligated funds (Pages 27-28).
  • Revenue loss amount greater than 0 in the Recipient Specific section to create a revenue replacement project.
  • Correction to Appendix D regarding additional programmatic requirements for EC 2.10 (Page 126).

This month, we are highlighting our partners at the Oklahoma Health Care Workforce Training Commission for their efforts in expanding nursing and surgical technology training. HWTC is strengthening Oklahoma’s health care workforce and addressing critical shortages exacerbated by the COVID-19 pandemic. This investment will improve access to quality care for the state’s most vulnerable citizens.

The state Legislature appropriated $80.3 million from the ARPA-SLFRF to HWTC for nursing education expansion across Oklahoma. Metro Tech received $2 million to renovate its Springlake Campus STEM building, upgrade equipment and add classrooms. This investment will enable Metro Tech to train more students in high-demand health care fields, producing over 100 new graduates annually.
