I hope that everyone had a happy Fourth of July and found time to recharge after the close of the state’s fiscal year. With the new fiscal year underway, we’ve reached a significant milestone in the ARPA-SLFRF program: The OMES Grants Management Office has now disbursed $1 billion of the awarded $1.87 billion in recovery funding! Thank you for all of your hard work in helping us reach this moment.
In my office, I keep a whiteboard with a running tally of remaining business days (excluding holidays). As of today, July 22, 2025, there are approximately 361 business days remaining before the end of the period of performance. This is the perfect time to revisit current processes, procedures, internal controls, and guidance documents to ensure everything is aligned for successful program closeout.
As always, this is a group effort. If you have questions or simply need a sounding board, the OMES GMO is here to support you with resources and guidance.
Upcoming reporting deadlines
As we approach the end of July, please keep in mind the following important reporting requirements. First, the regular reporting for this past quarter is once again due. Correspondence from the OMES GMO outlining deadlines and instructions has been circulated. Likewise, the annual Recovery Plan Performance Report must be submitted before the end of July.
The Recovery Plan Performance Report (known as the Recovery Plan, and often referred to within the OMES GMO as the Annual Performance Report/APR) provides updates on your ARPA-SLFRF projects and demonstrates how program outcomes are being met in an effective and efficient manner. The report includes both agency-provided key performance indicators and U.S. Department of the Treasury-mandated indicators, depending on the project.

As always, the OMES GMO is here to support you. It has been a privilege to connect with so many grants professionals across Oklahoma. Our goal is to continue serving as a central hub for the state’s grants community. Over the past year, we’ve helped connect state agencies, local governments, nonprofits and prospective applicants with partners and resources across the state.

Guidance updates
Federal guidance
This month, the U.S. Department of the Treasury released the July 2025 Project and Expenditure Report User Guide. There are no modifications from previous versions.
In April, the U.S. Department of the Treasury released new Compliance and Reporting Guidance. Notable updates include:
- Providing additional clarity on the implementation of FAQ 17.19 (pp. 9, 22-25 and 42).
- Reflecting certain revisions to the Uniform Guidance (pp. 9 and 16).
- Reflecting changes to the 2025 Recovery Plan (p. 50).

Subrecipient Spotlight
This month, we are highlighting our partners at the Oklahoma Supreme Court for their efforts to upgrade their technological infrastructure through the acquisition of computer equipment and contracted programmers.
These efforts were made possible by the state Legislature's appropriation of $6.2 million from the ARPA-SLFRF to the Oklahoma Supreme Court to support the technology infrastructure of the judicial branch and the functioning of the courts across the state.
