August 2025
Greetings,
I'm excited to share the August edition of the Grants Management Newsletter, stacked with resources to aid your efforts in managing your agency's subrecipients and their respective awards.
This month, OMES GMO is delighted to share walkthrough videos for the Oklahoma Grant Exchange (OGX) system. We hope these videos will be helpful tools for your teams. See the collaboration corner section of this newsletter to access the videos.
At the end of July, OMES GMO successfully submitted the 2025 Oklahoma Recovery Plan, also known as the Annual Performance Report, to the U.S. Department of the Treasury. Thank you all for your contributions! We couldn't have done it without you.
As always, if you have questions or concerns, please reach out to me or my team for assistance.

Guidance updates
Federal guidance
Each year, OMES GMO submits the Oklahoma Recovery Plan, also known as the Annual Performance Report, to the U.S. Department of the Treasury. This is an annual report that runs through a fiscal year, representing data from July 1 through June 30 of the following year.
According to federal guidance, the recovery plan is intended to provide the public and the U.S. Treasury with both retrospective and prospective information on the projects recipients are undertaking or planning to undertake with program funding, and how they plan to ensure program outcomes are achieved in an effective, efficient and equitable manner.
Each year, agencies carrying out the award report information to GMO that is used to fulfill the following reporting requirements: an executive summary; a performance report; a project inventory; and details on the uses of funds, strategies and goals for the funds, the promotion of equitable outcomes, community engagement, labor practices, and use of evidence.
To take a more proactive approach to reporting, we are sharing this resource to help your team and make it easier to submit reports at the end of the fiscal year.
The exact requirements and guidance can be found beginning on Page 48 of the SLFRF Compliance and Reporting Guidance (Version 10.0, released April 29).
View the most recent annual report submitted in July 2025. For more federal guidance resources, visit the U.S. Department of the Treasury SLFRF website.

The state Legislature appropriated $6.8 million from the ARPA-SLFRF to the JD McCarty Center to expand its capacity and provide outpatient treatment services for children with autism.
