April 2024

Good afternoon,

Please enjoy this month's edition of the Grants Management Newsletter, where we highlight the latest advancements across Oklahoma utilizing the Coronavirus State and Local Fiscal Recovery Funds (SLFRF).

As we enter into May, we have a few updates to share from GMO.

First, I want to thank you all for your diligence in getting our office your quarterly metrics. Your swift reporting helped us to meet the Q1 2024 Project and Expenditure Report deadline for the U.S. Department of the Treasury. We want to extend our sincerest gratitude for your assistance.

Second, I would like to highlight the recent updates to the Uniform Guidance by the Office of Management and Budget (OMB). Subrecipients are responsible for following the Uniform Guidance and I encourage your teams to familiarize themselves with all updates to the federal guidance. More resources can be found in the GMO guidance updates section of this newsletter.

Lastly, we are excited to share that in Q1 2024, GMO disbursed $129.2 million ARPA funds to our 75 projects across the state. This is our second highest distribution by quarter since Q1 2023.

As always, if you ever have any questions, please contact me or my team for assistance.

Sincerely,

Parker Wise
Director of Grants Management,
Office of Management and Services

Subrecipient recognition

This month, we want to recognize Oklahoma Human Services for its progress in expanding Women in Recovery, a diversion program through Family & Children's Services aimed at reshaping the lives of women ensnared in the cycle of drug-related incarceration in northeast Oklahoma.

The state Legislature allocated $10.3 million from the American Rescue Plan Act to expand the program into several rural counties after the COVID-19 pandemic exacerbated barriers the program participants already faced. By investing ARPA funds into a proven alternative to the criminal justice system, the state is working to reduce incarceration and recidivism rates, save taxpayer dollars and reunite Oklahoma families.

Keep an eye out for an article about this program to be distributed in our next newsletter.
