OVC Rule Amendments
The Office of Administrative Rules (OAR) is responsible for publishing The Oklahoma Administrative Code and The Oklahoma Register and implementing the provisions of Article 1 of the Administrative Procedures Act [Title 75 Oklahoma Statutes (O.S.) Section 250 et seq.]. The OAR maintains the official records of the state's rules and rulemaking notices, and provides assistance to approximately 150 regulatory agencies in the rulemaking process. Notices of Rulemaking Intent are published in the Oklahoma Register for all proposed rules.

Public Hearing
Pursuant to Title 75 O.S. Section 303(A), a notice of public hearing for proposed rulemaking shall include the date, location address, room number, and time. At the discretion of the presiding official, the meeting may continue beyond the scheduled end time if it is necessary to receive all comments from the public. Interested persons may attend for the purpose of submitting data, views or concerns, orally or in writing, about the rule proposals. Public hearing information will be posted here when applicable.
Requests for Comments from Business Entities
Business entities affected by proposed rules are requested to provide the agency with information, in dollar amounts if possible, the increase in level of direct costs such as fees, indirect costs such as reporting, record keeping, equipment, construction, labor, professional services, revenue loss, or other costs expected to be incurred by a particular business entity due to compliance with the proposed rules. Business entities may submit this information in writing to the contact specified in the proposed rulemaking documents linked above during the comment period, or at the announced public hearing, specified in the proposed rulemaking documents linked above.
The Oklahoma Administrative Code and Register
The Oklahoma Secretary of State's Office of Administrative Rules (OAR) is responsible for publishing The Oklahoma Administrative Code and The Oklahoma Register. The OAR maintains the official records of the state's rules and rulemaking notices, and provides assistance to approximately 150 regulatory agencies in the rulemaking process.
The Oklahoma Administrative Code is the official compilation of agency rules and executive orders for the State of Oklahoma. The Oklahoma Department of Veterans Affairs rules are located in Title 770 of The Oklahoma Administrative Code.
The Oklahoma Register is a semi-monthly publication which serves as supplementation between publication of the annual supplements. The Oklahoma Register includes new rules, amendments, revisions and revocations of existing rules, emergency rules, notices of proposed rules and the rulemaking process and executive orders.
The Oklahoma Register, The Oklahoma Administrative Code, and the latest Supplement are available for use by the public at depository libraries throughout the state and at most county clerk's offices, as well as at the OAR, and the Jan Eric Cartwright Memorial Library. The Register, Code and Supplement are also available for purchase. The Office of Administrative Rules' order forms for the Register, Code and Supplement are available on the Oklahoma Secretary of State's Website.
Access to proposed administrative rules is also available on the Proposed Rules Open For Public Comment Website. This Website provides users the availability to view all proposed rules submitted through the online portal to the Governor's Office, the House, and Senate. Users can also view actions taken on proposed rules by the State of Oklahoma Governor's Office.
