SAA Administrator

Sherri Eaton is the Administrator of the Oklahoma Department of Veterans Affairs State Approving Agency (ODVA SAA), where she leads statewide oversight of GI Bill®–eligible education and training programs. In this role, she supervises on-site reviews for compliance with state and federal requirements, monitors institutional accreditation status, and meets regularly with staff to address operational needs. She also builds and reports on data collections related to veterans’ education benefits, tracks federal developments and their impact on Oklahoma, and verifies monthly budget reports to the U.S. Department of Veterans Affairs. Sherri coordinates outreach to institutions and employers, participates in state and national conferences, and manages performance reviews for staff.  

Before her current appointment, Sherri served as ODVA SAA’s Assistant Administrator (2023–2025).  

From 2019 to 2023, Sherri was a State Approving Officer, responsible for a broad range of administrative, professional, and technical functions under federal and state law.  

Sherri’s foundation in veterans education was built at Southern Nazarene University (2016–2019), where she served as Veterans Affairs Coordinator and School Certifying Official. She oversaw compliance for federal veterans’ education funding, certified benefits for more than 400 student veterans, supported the VETS Center, created procedures for Tuition Assistance, submitted programs to the State Approving Agency, and helped transition documentation to electronic workflows—work that streamlined payment posting and reduced errors.  

Sherri holds a Master of Science in Management (Leadership) and a Bachelor of Science, both from Southern Nazarene University, and is a U.S. Army National Guard veteran (1990–1998). Her professional strengths include strategic management, operations, institutional compliance, analysis of complex issues, and a deep working knowledge of Title 38 as it relates to GI Bill® benefits.
