Governor Stitt Announces New Interim for the Office of Juvenile Affairs

Governor Kevin Stitt today announced the appointment of Sharon “Shel” Millington as Interim Director of the Office of Juvenile Affairs (OJA), effective immediately. Millington, a licensed professional counselor, brings more than two decades of experience developing and leading evidence-based behavioral health interventions for youth and families in Oklahoma.

Millington currently serves as Chief Clinical Officer at Oklahoma Human Services (OKDHS), following her tenure as Deputy Executive Director of OJA. During her time with OJA, she led the pioneering implementation of Functional Family Therapy and Dialectical Behavior Therapy across state juvenile programs, elevating Oklahoma’s care standards for custody youth. Millington’s collaborative leadership spans reform initiatives, provider training, and partnerships with community-based agencies to improve outcomes for young people and families statewide. She is formally trained in DBT, TF-CBT, Parent-Child Interaction Therapy, and has been recognized nationally as a Master Trainer in cognitive behavioral interventions.

Stitt. “Shel’s long track record of implementing proven behavioral health strategies and collaborating with community partners is exactly what OJA requires to ensure our most vulnerable youth are safe. Stability and safety for our staff and youth is our top priority, and Shel’s leadership will bring renewed focus and hope to OJA’s future.”

Millington holds a Bachelor of Science in psychology from Oklahoma State University and a Master of Arts from the University of Central Oklahoma.
