Eddie Compton
Commissioner
Eddie Compton is the Chairman/Tinker Air Force Base Representative for the Oklahoma Strategic Military Planning Commission.
Appointed by Governor Stitt in 2020, Chairman Compton serves as the Tinker representative on the Oklahoma Strategic Military Planning Commission (OSMPC). He is focused on all organizations and communities around Tinker Air Force Base and the Oklahoma City area. The mission of the OSMPC is to ensure effective and coordinated efforts among officials and agencies of federal, state, county, municipal and local governments in support of Oklahoma's military installations, particularly in respect to Base Realignment and Closure (BRAC) matters.
He graduated Oklahoma City University with a Master of Business Administration and has undergraduate degrees in Management/Human Resource Management and Management/Computer Information Systems. He is also serves as the Aerospace/Defense Industry Liaison for the Oklahoma Department of Career & Technology Education.
Chairman Compton retired as Command Chief Master Sergeant (Command Chief) after a 30-year career in the United States Air Force. He was Command Chief for the 70th Intelligence Surveillance, and Reconnaissance, Wing and the 552d Air Control Wing.
Emily A. Smith
Commissioner
Emily A. Smith is the Commissioner for Altus Air Force Base. She is a seasoned Financial Advisor with Edward Jones Investments in Altus, Oklahoma, has a rich history of community involvement and professional expertise. Originally from North Platte, Nebraska, Emily now thrives in her adopted home of Southwest Oklahoma, along with her spouse, Guy Smith, and their three children, Brayden, Taylor, and Tilden Smith.
Her areas of expertise include community engagement, community and base relations, and small business support. Emily is currently an executive committee member of the Altus Military Affairs Committee and serves as the Honorary Commander for the Commander of the 97th Air Mobility Wing at AAFB.
She is also a commissioner on the Oklahoma Tourism and Recreation Commission and holds board positions with the Jackson County Memorial Hospital Health Care Corporation, Navajo Public Schools, Altus Community Foundation, and Oklahoma Arts Institute. Her dedication to the community extends to her active membership in the Altus Rotary Club.
Previously, Emily has held prestigious roles such as Honorary Commander for the Vice Commander and the 54th Flying Squadron at AAFB, Civic Leader for the Air Education Training Command, and various leadership positions including President of the Altus Rotary Club and the Altus Chamber of Commerce Board of Directors. Her commitment to arts and community development was evident during her tenure as President of the Shortgrass Arts and Humanities Council and as a board member of the United Way of Southwest Oklahoma and the WOSC Foundation.
Emily's passion for her career is matched by her commitment to her clients, leveraging her background as a higher education mathematics instructor to foster effective and empathetic communication. Despite not being a native of Southwest Oklahoma, she is deeply dedicated to giving back to the community that has embraced her family.
Emily holds a Master of Science in Mathematics Education from Southwestern Oklahoma State University and a Bachelor of Science in Interdisciplinary Studies from Tarleton State University. Her extensive involvement in local organizations and her professional achievements underscore her integral role in both her profession and her community.
George Pankonin
Commissioner
George Pankonin has served as the Enid, Oklahoma / Vance Air Force Base Representative for the Oklahoma Strategic Military Planning Commission since his appointment by Governor Stitt in 2023.
He is focused on all organizations and communities around Vance Air Force Base and the greater Enid area. The mission of the OSMPC is to ensure effective and coordinated efforts among officials and agencies of federal, state, county, municipal and local governments in support of Oklahoma's military installations, particularly in respect to Base Realignment and Closure (BRAC) matters.
He graduated from the Air Force Institute of Technology with a Masters Degree in Logistics Management in 1982 and earned his Bachelor Degree in Criminal Justice from the University of Nebraska at Omaha in 1976. Most recently he served as the Mayor of Enid from 2019 to 2023 and before that as the Enid City Commissioner for Ward 6 from 2017 to 2019.
George served in the US Air Force as an enlisted supply specialist from 1970 to 1978, then received his commission as a Logistics Officer after attending Officer’s Training School. During his final assignment at Chanute Air Force Base, Illinois he served as the Commander of the 3345 Supply Squadron. He retired from the Air Force as a Major in 1993 after having served for 23 years in uniform. He worked as a Logistics Manager for Northrop and other defense contractors at Vance AFB and as an adjunct instructor for Embry-Riddle Aeronautical University at the Vance and Altus AFB campuses after military retirement.
Dr. Stephen E. Smith, Ed. D.

Military Installation Representing: McAlester Army Ammunition Plant
Dr. Stephen E. Smith had a 30-year career in education that saw him work in educational leadership in public education, CareerTech education, and higher education. He retired from higher education on June 30, 2020.
The last positon he held upon retirement was at Eastern Oklahoma State College where he worked for 15 years with the last 13 years and three months as president. Upon is appointment as president on March 28, 2007 by the Eastern Oklahoma State College Board of Regents, he was 38 years of age making him the youngest college president in that state at that time. During his tenure as president, he transformed the college with the implementation of many programs and initiatives to include the development of five fully offered online degree programs, the addition of various academic programs, oversight of $14 million in new construction and remodeled facilities. He was able to raise funds for numerous projects and scholarships to include the largest single endowed scholarship of $1 million. In addition, Eastern was awarded over $47 million in grant awards to include a $17 million GearUP grant which is the largest grant in the history of the college. New efforts in recruitment and retention were integrated during this time making Eastern one of the most progressive two-year colleges in Oklahoma. Dr. Smith was also considered a strong leader within the Oklahoma State System of Higher Education where he served in multiple leadership roles to include serving as the chair of the Oklahoma Council of Presidents and the chair of the Council of Two-Year College Presidents. He was instrumental in working with the Oklahoma State Legislature in helping secure over $11 million in additional funding for the state community college system in the area of Section 13 Offset Funding. This additional funding provided much needed support to the community colleges for annual maintenance and facility upgrade needs. Upon his retirement from Eastern, Dr. Smith was inducted into the Oklahoma Association of Community Colleges Hall of Fame.
Before joining Eastern, Dr. Smith gained administrative experience in both the public school and CareerTech systems. He began his career at Stigler Public Schools working as a high school assistant principal, teacher, and athletics coach. Upon leaving Stigler, he was hired as an assistant principal at Stillwater High School where he became the state leader in the development of the Teachers as Advisors program. After his tenure with Stillwater Schools, he remained in Stillwater and was named the Director of Full Time Instructional Programs at Meridian Technology Center where he lead the effort to implement the first bio-tech and precision metal fabrication programs in Oklahoma.
Upon his retirement from higher education, he has done contract and consulting work for various organizations in addition to working for the Oklahoma Small Business Development Center. With OKBDC, he assists with special projects as well as developing community partnerships within the state.
In July of 2022, Dr. Smith took the position of Executive Director for the McAlester Defense Support Association. In 2009, while still in the role of president at Eastern Oklahoma State College he was part of a group of community leaders that formed this non-profit association. The organization is a public/private partnership that represents the interests of the McAlester Army Ammunition Plant from the community perspective. By serving in the role of Executive Director for MDSA, he was nominated for a seat on the Oklahoma Strategic Military Planning Commission, and subsequently was appointed to this commission in April of 2023 by Governor Kevin Stitt.
A proud member of the Choctaw Nation, Dr. Smith has been involved in numerous community and civic boards during his career. He is known for his public speaking and work as a volunteer on the local and state levels. Dr. Smith has been active with Leadership Oklahoma, the premier leadership program in the state, since 2001. He currently serves on the LOK Board of Directors. He has also served on the community college advisory board for the College Board in New York for six years. As a way to show his support for the advancement of education, Dr. Smith has endowed scholarships at two separate higher education institutions. One at his alma mater with the Northeastern State University Foundation, and one at the college he worked at for 15 years, the Eastern Oklahoma State College Foundation. One of his more proud moments, was when he was recognized as a Distinguished Alumnus of his high school alma mater, Quinton High School.
Dr. Smith earned his bachelor and master degrees in education and administrative leadership from Northeastern State University, and an education specialist and doctorate in educational leadership from Oklahoma State University. His dissertation received national recognition for his research on the transition of dependent school district students to independent school districts in Oklahoma.
He and his wife Stacey have two children, an adult son Garrett who lives in Oklahoma City, and a school-aged daughter Katie. Steve, Stacey and Katie reside on beautiful Lake Eufaula.
Terry L. Clark

Professional History
Currently, Terry is the Business Development Senior Manager for BAE Systems, Inc. located in Elgin, Oklahoma with a focus on Land Combat platforms, services, munitions, & energetics.
Additionally, Colonel Terry Clark (Retired) served in the U.S. Army for more than 36 years of service with a wide range of experience in Heavy, Light, Cyber and Special Operations Forces across the Army. He has five combat deployments and has served overseas in Germany and Korea. Terry’s military career culminated as the Assistant Field Artillery Commandant & the Director, Doctrine and Training Directorate for the Field Artillery (FA) and Air Defense Artillery (ADA) branches.
Terry is an active Board Member for the United States Army Field Artillery Association.
His military decorations include the Legion of Merit (1 OLC), Bronze Star (2 OLC), Meritorious Service (2 OLC), Army Commendation (3 OLC), Army Achievement (1 OLC), Army Good Conduct Medal, National Defense Service Medal, Afghanistan Campaign Medal, Armed Forces Expeditionary with Arrowhead, Global War On Terrorism, Global War on Terrorism Expeditionary, NCO Professional Development Ribbon, Army Service Ribbon, Overseas Ribbon, Korean Defense Medal, and the NATO Medal. COL Clark’s badges include Ranger, Master Parachutist w/ Combat Jump star, Military Freefall, the Combat Action badge and the Army Staff Badge. He is a recipient of the Ancient Order of Saint Barbara & the Noble Patron of Armor.
Education
Terry is a Distinguished Military Graduate from the University of New Mexico focused in History and Economics. He is a Distinguished Graduate from the U.S.M.C. Amphibious Warfare School, the U.S. Army’s Command and General’s Staff Course, and holds a MS in Defense Analysis from The Naval Postgraduate School in Monterey, California and a MS in Strategic Studies from the Army War College (Honors) in Carlisle, Pennsylvania.
Family
Terry and his wife Kellee reside in Elgin, Oklahoma and have three boys – SPC Jason Clark, U.S. Army at Fort Liberty, NC, Tyler Clark, a computer programmer working on efforts for the U.S. Army in Lawton OK, and CPT Dylan and AnMarie Clark, plus their two grandchildren Owen James & Evelyn Marie, Fort Sill, Oklahoma.
