OKLAHOMA CITY (May 7, 2026) - Governor Kevin Stitt signed 35 bills into law while vetoing eight.


SIGNED:

HB 2941:

An Act relating to fentanyl overdose and overdose reporting; requiring first responders to report drug overdose; requiring medical care before reporting; providing for immunity; amending 63 O.S. 2021, Section 2-401, as last amended by Section 13, Chapter 486, O.S.L. 2025 (63 O.S. Supp. 2025, Section 2-401), which relates to prohibited acts; providing rebuttable prima facie evidence that fentanyl was the proximate cause of death; providing for codification; and providing an effective date.

HB 3086:

An Act relating to prisons and reformatories; amending 57 O.S. 2021, Section 504, which relates to the Oklahoma Corrections Act of 1967; expanding powers and duties of the State Board of Corrections; and providing an effective date. 

HB 3151:

An Act relating to schools; amending 70 O.S. 2021, Section 1-109, as last amended by Section 1, Chapter 480, O.S.L. 2025 (70 O.S. Supp. 2025, Section 1-109), which relates to the length of the school year; increasing minimum days of instruction for schools with a school-hours policy beginning in certain school year; requiring parent-teacher conferences to have an in-person option; updating reference; and providing an effective date contingent upon certain condition. 

HB 3177:

An Act relating to court reporters; amending 20 O.S. 2021, Section 106.9, as last amended by Section 1, Chapter 263, O.S.L. 2023 (20 O.S. Supp. 2025, Section 106.9), which relates to court reporter salaries; authorizing the Director of Administration of the Corporation Commission to determine salaries for court reporters engaged by the Corporation Commission; and updating references. 

HB 3269:

An Act relating to criminal procedure; amending 22 O.S. 2021, Section 171, which relates to issuing arrest warrants by verified complaints; authorizing telephonic or electronic communication of proposed arrest warrants to magistrates; establishing criteria for communicating telephonically; equating orally recorded authorizations by magistrates with issuing arrest warrants; requiring the audio recording, transcribing and filing of conversations related to arrest warrants; providing procedures for obtaining proposed affidavits; and providing an effective date. 

HB 3414:

An Act relating to public finance; directing the Office of Management and Enterprise Services (OMES) to create reporting function to assess whether contract is service-driven or for staff augmentation; directing OMES to amend state accounting manual; requiring permanent file location for invoices for intangible assets; providing for codification; and providing an effective date. 

HB 3415:

An Act relating to state government; requiring all vendors providing services to state agencies to report use of subcontracting; directing vendors to report to the Central Purchasing Division; providing required details for report; directing vendors to file within ten days of completion; directing the Central Purchasing Division to maintain public database of private vendor contracts; providing required information for database; providing an exemption for information protected in the Oklahoma Open Records Act; requiring state agencies to report certain information from statewide contracts to the Central Purchasing Division; directing state agencies to perform post-assessment of fulfilled contract services; providing required information to be included in assessment; directing agencies to report incomplete contracts in annual budget submissions and estimated time for completion; providing for codification; and providing an effective date. 

HB 3416:

An Act relating to counties and county officers; amending 19 O.S. 2021, Section 1501, as last amended by Section 1, Chapter 85, O.S.L. 2025 (19 O.S. Supp. 2025, Section 1501), which relates to county purchasing; permitting county purchasing agent to solicit quotes; amending 19 O.S. 2021, Section 1505, as last amended by Section 2, Chapter 85, O.S.L. 2025 (19 O.S. Supp. 2025, Section 1505), which relates to procedures for the operation of county government; removing language for clarity; repealing 19 O.S. 2021, Section 1801, which relates to reverse auction bidding; and providing an effective date. 

HB 3417:

An Act relating to cities and towns; amending 11 O.S. 2021, Section 10-116, which relates to purchases and sales by city manager and competitive bidding; clarifying that council requirements shall be in addition to the provisions of the Public Competitive Bidding Act; enacting a new section to combine procedures for reverse auction bidding that are applicable to all political subdivisions and public trusts; repealing 11 O.S. 2021, Sections 17-115 and 17-115.1, which relate to reverse auction bidding procedure; providing for codification; and providing an effective date. 

HB 3419:

An Act relating to crimes and punishments; amending Section 2, Chapter 336, O.S.L. 2025 (21 O.S. Supp. 2025, Section 365), which relates to the corrupt use of nonpublic information; prohibiting current or former officers, employees, or contractors of a political subdivision from corrupt use of nonpublic information; clarifying that violation shall be grounds for termination from government employment; and providing an effective date. 

HB 3420:

An Act relating to state government; amending 74 O.S. 2021, Section 85.5 as amended by Section 1, Chapter 102, O.S.L. 2024; 74 O.S. 2021, Section 85.7, as last amended by Section 1, Chapter 339, O.S.L. 2023 (74 O.S. Supp. 2025, Sections 85.5 and 85.7); amending 74 O.S. 2021, Section 85.41; amending 74 O.S. 2021, Section 85.42, as amended by Section 9, Chapter 336, O.S.L. 2025 (74 O.S. Supp. 2025, Section 85.42); and amending 74 O.S. 2021, Section 85.44D.1, which relate to the Oklahoma Central Purchasing Act; modifying the powers and duties of the State Purchasing Director; requiring the Chief Information Officer to document justification for not bidding certain contracts and document negotiation efforts; requiring certain pilot projects to not last longer than twelve months; directing the State Purchasing Director to document negotiation efforts; modifying exemptions from the competitive bidding requirements; clarifying state agencies that acquire professional services do not have to bid certain professional services; directing the Office of Management and Enterprise Services to publish a report on its website; expanding definition of person to include employees of state officials; providing a definition of agency; and providing an effective date. 

HB 3497:

An Act relating to criminal procedure; amending 22 O.S. 2021, Section 1053, as amended by Section 2, Chapter 209, O.S.L. 2022 (22 O.S. Supp. 2025, Section 1053), which relates to appeals taken by the state or municipality; providing clarification for certain cases taken up on appeal; and providing an effective date. 

HB 3705:

An Act relating to schools; amending Section 2, Chapter 278, O.S.L. 2023, as last amended by Section 2, Chapter 295, O.S.L. 2025 (70 O.S. Supp. 2025, Section 28-101), which relates to the Parental Choice Tax Credit Program; increasing the amount of credits authorized for 2027 fiscal year and subsequent fiscal years. 

HB 3849:

An Act relating to the Oklahoma Juvenile Code; amending 10A O.S. 2021, Sections 2-10-101 and 2-10- 102, as amended by Section 11, Chapter 347, O.S.L. 2024 (10A O.S. Supp. 2025, Section 2-10-102), which relate to the Oklahoma Mentoring Children of Incarcerated Parents Program; modifying purpose; modifying who may receive mentoring services; modifying applicant requirements; modifying time period in which the Commission shall award grants for specific purpose; and providing an effective date. 

HB 3882:

An Act relating to the Oklahoma Department of Transportation; creating the Lake and Industrial Access Revolving Fund; establishing the fund at the Oklahoma Department of Transportation; establishing revolving fund characteristics; deeming funds appropriated; providing expenditure and budgeting requirements and limitations; providing for codification; providing an effective date; and declaring an emergency. 

HB 3919:

An Act relating to counties and county officers; amending 2 O.S. 2021, Section 15-68, which relates to the board of directors for the free fair association; allowing board of county commissioners to vote to have a five-member board; providing manner in which five-member board shall be elected; and providing an effective date. 

HB 4141:

An Act relating to sexual assault nurse examiners; amending Section 2, Chapter 343, O.S.L. 2023 (19 O.S. Supp. 2025, Section 215.41), which relates to sexual assault nurse examiners; and deleting sunset date. 

HB 4429:

An Act relating to proxy advisory services; enacting the Proxy Advisor Transparency Act; making findings; defining terms; imposing certain duties on proxy advisors; requiring disclosure; prescribing methods of notification; excluding certain proxy advisory services with respect to financial interest testing; prescribing requirements of financial analysis; imposing duties with respect to certain services; defining term; providing violation of requirements as a deceptive trade practice; authorizing investigatory powers to the Attorney General; authorizing civil actions for declaratory judgment and injunctive relief; defining aggrieved person; providing for effect of enactment on certain pending claims; providing for noncodification; providing for codification; and providing an effective date. 

SB 592:

An Act relating to alcoholic beverages; amending 37A O.S. 2021, Section 3-115, which relates to withdrawal of beer from retailer’s stock; allowing certain distributors to issue certain credit to certain retailer for certain removal of beer or cider; establishing certain requirements for certain credit to be made; limiting certain number of credits in calendar year; limiting certain amount of each credit; prohibiting certain credit from being a refund; prohibiting certain credit from being considered consignment; amending 37A O.S. 2021, Section 3-123, as amended by Section 3, Chapter 94, O.S.L. 2023 (37A O.S. SB 1198:

An Act relating to county resale auctions; amending 68 O.S. 2021, Section 3129, as last amended by Section 4, Chapter 179, O.S.L. 2025 (68 O.S. Supp. 2025, Section 3129), which relates to property bid off in name of county; requiring the Oklahoma Health Care Authority to release certain liens on certain request of county treasurer; providing for the Oklahoma Health Care Authority to release certain liens upon request of municipality for certain purposes; updating statutory language; and providing an effective date.

An Act relating to crimes and punishments; amending Section 13, Chapter 366, O.S.L. 2024, as amended by Section 6, Chapter 187, O.S.L. 2025 (21 O.S. An Act relating to the Oklahoma Abstractors Act; amending 1 O.S. 2021, Section 38, which relates to qualifications for issuance of license; allowing the Oklahoma Abstractors Board to deny certain applicant; updating statutory language; and providing an effective date. 

SB 1309:

An Act relating to roads and bridges; amending 69 O.S. 2021, Section 1521, as amended by Section 1, Chapter 460, O.S.L. 2025 (69 O.S. Supp. 2025, Section 1521), which relates to the Rebuilding Oklahoma Access and Driver Safety Fund; modifying certain apportionment for certain fiscal years; updating statutory language; providing an effective date; and declaring an emergency. 

SB 1327:

An Act relating to the Oklahoma Tourism and Recreation Department; amending 74 O.S. 2021, Sections 2203, 2204, and 2206, which relate to the Oklahoma Tourism and Recreation Commission; transferring certain duties to the Commission; requiring appointed members to possess experience in certain fields; modifying powers and duties of the Executive Director; requiring certain oath; establishing organizational and meeting requirements for the Commission; authorizing the Commission to appoint Executive Director; providing for determination of salary; and providing an effective date.

An Act relating to prescription drugs; creating the Insulin Access and Affordability Program for specified purposes; directing the State Department of Health to provide certain financial support; requiring certain agreement with nonprofit pharmaceutical manufacturer; describing agreement; requiring certain annual reporting; providing for codification; providing an effective date; and declaring an emergency.

An Act relating to hospitals; imposing certain duties on hospital in cases of fetal death or miscarriage; requiring the State Department of Health to develop and publish certain form; providing for codification; and providing an effective date.

SB 1477:

An Act relating to students; amending 70 O.S. 2021, Section 5-132, as last amended by Section 1, Chapter 296, O.S.L. 2025 (70 O.S. SB 1491:

An Act relating to Presidential Electors; amending 26 O.S. 2021, Section 10-108, which relates to vacancies; updating statutory language; prescribing oath for Electors filling vacancies; and providing an effective date. 

SB 1525:

An Act relating to tourism; amending 74 O.S. 2021, Section 2232, which relates to the annual statewide tourism and recreation industry conference; permitting the Oklahoma Tourism and Recreation Department to enter certain agreements to promote the tourism and recreation industry; permitting the Department to enter contracts or agreements not to exceed Seventy-five Thousand Dollars; and declaring an emergency. 

SB 1533:

An Act relating to veteran burial; amending 72 O.S. 2021, Sections 34 and 1, Chapter 90, O.S.L. 2022 (72 O.S. Supp. 2025, Section 36), which relate to internment or cremation assistance for indigent veterans and the Dignity in Burial Act; requiring certain veteran to have been a resident of this state; updating statutory language; updating statutory references; and providing an effective date. 

SB 1558:

An Act relating to child care; amending 10 O.S. 2021, Section 402, which relates to definitions; modifying certain definitions; updating statutory language; and declaring an emergency. 

SB 1645:

An Act relating to the state Medicaid program; defining terms; establishing certain requirements and procedures for audits of Medicaid providers; directing establishment of certain appeals process; providing for review by administrative law judge; authorizing certain judicial review; prohibiting certain adverse action by the Oklahoma Health Care Authority or a contracted entity; stipulating certain requirements for recoupment of funds; limiting applicability of certain provisions; directing promulgation of rules; providing for codification; and providing an effective date. 

SB 1833:
