Supp. 2025, Section 1-1-105), which relates to the Oklahoma Children's Code; providing that raising or referring to juvenile based on biological sex shall not constitute abuse or neglect; amending 21 O.S. 2021, Sections 843.5, as last amended by Section 8, Chapter 486, O.S.L. 2025 (21 O.S. Supp. 2025, Section 843.5) and 852.1, as amended by Section 187, Chapter 486, O.S.L. 2025 (21 O.S. Supp. 2025, Section 852.1), which relate to crimes and punishments; providing that raising or referring to juvenile based on biological sex shall not constitute child endangerment; providing for noncodification; and providing an effective date.
An Act relating to revenue and taxation; amending 68 O.S. 2021, Section 2357.206, as amended by Section 1, Chapter 49, O.S.L. 2022 (68 O.S. Supp. 2025, Section 2357.206), which relates to the Oklahoma Equal Opportunity Education Scholarship Act; modifying definition of eligible student; removing federal law reference and replacing with Oklahoma authority; modifying definition of low-income eligible student; authorizing scholarship payments to be made via secure electronic funds transfer; modifying definition of annual revenue; requiring certain annual reporting requirements to be disaggregated into certain categories; and providing an effective date.
An Act relating to higher education; requiring state educational institutions adopt and implement a policy ensuring student grades are evaluated solely on an academic basis; requiring policy to prohibit grades based on opinions, beliefs, or conduct; requiring submission of verification to the State Regents for Higher Education; directing the State Regents to withhold state-appropriated funds for failure to adopt a policy; providing for codification; providing an effective date; and declaring an emergency.
An Act relating to higher education; requiring all academic programs be reviewed on a five-year cycle for quality and currency; directing a review of a program if classified as a low-producing program; defining low-producing program; requiring the Oklahoma State Board of Regents for Higher Education to conduct an annual review of low-producing programs for deletion, suspension, or continuation; providing exemptions for continuation of low-producing programs; providing for probationary period for certain low-producing programs; requiring programs submit a plan of improvement; directing suspended or deleted programs to complete process within one academic year; requiring review after completion of probationary period; prohibiting low-producing programs from receiving more than two exemptions in a consecutive ten-year period; providing for codification; and declaring an emergency.
