GOVERNOR STITT SIGNS 15 BILLS INTO LAW, VETOES 2

OKLAHOMA CITY (May 13, 2026) - Governor Kevin Stitt signed the following bills into law, vetoing two.

SIGNED

SB 171:

An Act relating to state government; amending Section 1, Chapter 11, O.S.L. 2023 (74 O.S. Supp. 2025, Section 465), which relates to the commissioning of peace officers; directing the Commissioner of Public Safety to commission peace officers in conjunction with the President Pro Tempore of the Oklahoma State Senate or the Speaker of the Oklahoma House of Representatives; providing jurisdiction of commissioned officers; and providing an effective date. 

SB 372:

An Act relating to firearms; amending 21 O.S. 2021, Section 1277, as amended by Section 2, Chapter 251, O.S.L. 2025 (21 O.S. Supp. 2025, Section 1277), which relates to unlawful carry in certain places; modifying scope of lawful carry; and providing an effective date. 

SB 1679:

An Act relating to general provisions; creating the Preserving Oklahoma Values Act of 2026; providing short title; providing legislative intent; defining terms; declaring certain decision of courts void and unenforceable; declaring certain contracts void and unenforceable; providing exception; construing provision; providing for noncodification; providing for codification; and declaring an emergency. 

SB 1810:

An Act relating to human trafficking; amending 21 O.S. 2021, Section 748, as last amended by Section 18 of Enrolled Senate Bill No. 1627 of the 2nd Session of the 60th Oklahoma Legislature, which relates to human trafficking; requiring admissibility of certain expert testimony; amending 74 O.S. 2021, Sections 18p-1, as amended by Section 2, Chapter 453, O.S.L. 2024, 18p-3, 18p-4, 18p-5, 18p-6, 18p-7, and 18p-8 (74 O.S. Supp. 2025, Section 18p-1), which relate to domestic violence and sexual assault programs and services; modifying definition; authorizing Attorney General to enter into agreements for services for victims of human trafficking; providing for confidentiality of certain information; authorizing human trafficking shelters to provide certain services; expanding certain telephone communication service to victims of human trafficking; requiring Attorney General to promulgate rules for certification of human trafficking programs and services; requiring certification of certain shelters and programs by the Attorney General; authorizing Attorney General or district attorney to bring certain actions; authorizing Attorney General to collect certain information; updating statutory language; and providing an effective date. 

HB 1185:

An Act relating to firearms; amending 22 O.S. 2021, Section 1325, which relates to unclaimed property in possession of the sheriff; prohibiting the destruction of historic military weapons; directing agencies to donate weapons to certain veterans' organizations; amending 63 O.S. 2021, Section 2-508, which relates to the disposition of seized property; prohibiting the destruction of historic military firearms; and directing agencies to donate weapons to certain veterans' organizations. 

HB 2153:

An Act relating to schools; amending 70 O.S. 2021, Section 27-103, which relates to requirements for school athletic association written policies; adding requirement that certain hearings be subject to certain act; repealing 70 O.S. 2021, Section 8-103.2, which relates to participation in certain competitions after certain transfer; providing an effective date; and declaring an emergency. 

HB 2959:

An Act relating to schools; amending 70 O.S. 2021, Section 1210.163, as last amended by Section 3, Chapter 260, O.S.L. 2025 (70 O.S. Supp. 2025, Section 1210.163), which relates to student abuse or neglect reporting; requiring superintendents and school administrators to report suspected abuse by school employees to law enforcement within twenty-four hours; requiring reporting before formal school investigation; prohibiting formal interviews of suspected involved parties until notification of and interviews by law enforcement; establishing duty to report regardless of employment status of accused; updating references; requiring employees to sign an attestation of duties to report abuse or neglect; defining term; requiring a written report from school resource officers under certain circumstances; amending Section 1, Chapter 297, O.S.L. 2024 (70 O.S. Supp. 2025, Section 6-401), which relates to school personnel electronic communication with students; requiring immediate notification to law enforcement for certain violations; providing an effective date; and declaring an emergency. 

HB 2961:

An Act relating to postsecondary education; creating the TSgt Marshal Dakota Roberts Gold Star Survivor Act; waiving tuition for the spouse or children of a Gold Star recipient; amending 70 O.S. 2021, Section 3218.7-1, as amended by Section 2, Chapter 382, O.S.L. 2024 (70 O.S. Supp. 2025, Section 3218.7-1), which relates to waiver of room and board fees; expanding application of waiver to the spouse or children of a Gold Star recipient; amending 70 O.S. 2021, Section 14-134, which relates to waiver of tuition at career technology districts; waiving tuition and fees for the spouse or children of a Gold Star recipient; amending Section 3, Chapter 382, O.S.L. 2024 (70 O.S. Supp. 2025, Section 14-134.1), which relates to waiver of fees at career technology districts; waiving fees for the spouse or children of a Gold Star recipient; providing for noncodification; providing for codification; and providing an effective date. 

HB 2979:

An Act relating to motor vehicles; creating the Talyn Bain Act; defining term; requiring the Department of Transportation establish school zones on certain state highways upon request; requiring local jurisdiction be responsible for certain maintenance and costs; stating when reduced speeds shall be in effect; requiring Department make certain installations on state highways; authorizing Department to consult with certain interested parties; setting penalty for violations; providing for codification; and providing an effective date. 

HB 3000:

An Act relating to professions and occupations; amending 59 O.S. 2021, Sections 199.2, as amended by Section 2, Chapter 317, O.S.L. 2025, 199.10, as amended by Section 7, Chapter 282, O.S.L. 2024, and 199.14, as amended by Section 8, Chapter 282, O.S.L. 2024 (59 O.S. Supp. 2025, Sections 199.2, 199.10, and 199.14), which relate to the State Board of Cosmetology and Barbering, expiration and renewal of licenses, and fees; recreating the Board; extending certain sunset date; establishing new membership of Board; modifying certain membership qualification under certain condition; requiring certain members to have specified practical experience; conforming language; requiring certain licenses to be issued by Service Oklahoma after certain date; establishing certain reinstatement fee; removing certain reinstatement requirements; updating statutory language; directing fixing of certain compensation; amending 59 O.S. 2021, Section 4200.4, which relates to the authority of State Board of Cosmetology and Barbering; removing the Advisory Board on Massage Therapy; requiring the State Board of Cosmetology and Barbering to carry out certain massage therapy provisions; providing an effective date; and declaring an emergency. 

HB 3298:

An Act relating to civil procedure; creating the Uniform Judicial Interview of Children Act; providing short title; defining terms; providing scope of act; permitting judicial officer to conduct judicial interview under certain circumstances; permitting certain parties to request judicial interview; providing considerations for the judicial officer; requiring certain training for a judicial officer who conducts a judicial interview; establishing procedures for conducting judicial interview; directing judicial officer to grant access to interview record under certain circumstances; directing a court to consider uniformity in applying and construing act; specifying applicability of provisions; providing for codification; and providing an effective date. 

HB 3413:

An Act relating to public finance; amending 62 O.S. 2021, Section 34.36, as amended by Section 2, Chapter 199, O.S.L. 2025 (62 O.S. Supp. 2025, Section 34.36), which relates to annual estimate of funds needed by state agencies; requiring agencies to report on contractors; providing details to be reported on; directing agency to publicly post final consultant report; and providing an effective date. 

HB 3431:

An Act relating to ownership of land; amending 60 O.S. 2021, Section 121, as last amended by Section 1, Chapter 373, O.S.L. 2024 (60 O.S. Supp. 2025, Section 121), which relates to foreign ownership of land; modifying entities prohibited to own land; prohibiting certain entities from leasing land or critical minerals; updating statutory language; and providing an effective date. 

HB 3462:

An Act relating to professions and occupations; amending 59 O.S. 2021, Sections 1003, 1005, 1006, and 1009, which relate to The Plumbing License Law of 1955; modifying definitions; decreasing certain prohibited examination period; establishing certain passing score; allowing Construction Industries Board to issue licenses to certain persons; requiring certain plumbing contractors to meet certain requirements; limiting certain residential plumbers to certain buildings; updating statutory language; and providing an effective date. 

HB 3501:

An Act relating to alcoholic beverages; requiring the
Alcoholic Beverage Laws Enforcement (ABLE) Commission
to issue multiple licenses for manufacturing
beverages on the same premises to certain license
holders; providing requirements for acquiring
multiple licenses; requiring a license holder
operating under an alternating proprietorship or
premises arrangement to abide by the Oklahoma
Alcoholic Beverage Control Act; directing the ABLE
Commission to promulgate rules to authorize
alternating proprietorship or premises; providing for
codification; and providing an effective date.

HB 1752:

An Act relating to state purchasing; amending 74 O.S. 2021, Section 78a, as amended by Section 8, Chapter 199, O.S.L. 2025 (74 O.S. Supp. 2025, Section 78a), which relates to the requisition of motor vehicles; providing an exemption to the Office of the Attorney General and the Oklahoma District Attorneys Council; and providing an effective date. 

SB 1589:

An Act relating to crimes and punishments; amending 21 O.S. 2021, Section 941, as amended by Section 226, Chapter 486, O.S.L. 2025 (21 O.S. Supp. 2025, Section 941), which relates to gambling; defining terms; modifying scope of certain offense; updating statutory language; updating statutory reference; and providing an effective date.
