OKLAHOMA CITY (May 5, 2026) - Governor Kevin Stitt signed 14 bills into law while vetoing two.


SIGNED

HB 3062:

An Act relating to firearms; amending 20 O.S. 2021, Section 129, which relates to the authority of judges to carry firearms; extending authority to carry firearms to retired municipal judges; providing an exemption; authorizing the issuance of certain written orders; and providing an effective date. 

HB 3315:

An Act relating to higher education; requiring the Oklahoma State Regents for Higher Education conduct feasibility study for implementing three-year bachelor's degree programs; requiring study investigate and analyze certain issues; requiring State Regents to submit study report; providing for codification; and declaring an emergency. 

HB 3372:

An Act relating to charter schools. 

HB 3530:

An Act relating to alcoholic beverages; amending 37A O.S. 2021, Section 5-120, which relates to books and records of licensees; requiring licensee to provide certain books and records within a certain timeframe; and providing an effective date. 

HB 3622:

An Act relating to the 2030 Decennial Census; creating the U.S. Decennial Census Revolving Fund; establishing the fund at the Oklahoma Department of Commerce; deeming funds appropriated; providing expenditure and budgeting requirements and limitations; providing for codification; and providing an effective date. 

HB 4075:

An Act relating to Oklahoma Water Resources Board; making appropriations; identifying source; establishing amounts; providing purposes; identifying funds appropriated to the Oklahoma Water Resources Board; authorizing the Oklahoma Water Resources Board to transfer and allocate between projects as needed for certain purposes; requiring and limiting the utilization of funds; creating certain special accounts; limiting duration of accounts; requiring certain determination; providing and limiting the nature of the accounts and the funds within the accounts; authorizing agency to submit request for certain deposits or transfers; requiring certain compliance and verifications; authorizing certain memorandums of understanding; limiting scope; prohibiting certain memoranda terms; authorizing and limiting the promulgation of rules and utilization of procedures; requiring certain reports and submissions to certain entities; requiring appearance before certain joint committee; limiting duration of certain requirements; providing for noncodification; and declaring an emergency.

An Act relating to the Oklahoma Department of Emergency Management; making an appropriation to the Emergency Relief and Impacts Revolving Fund; identifying source; establishing amounts; providing purposes; requiring and limiting the utilization of funds; authorizing certain memorandums of understanding; limiting scope; prohibiting certain memoranda terms; authorizing and limiting the promulgation of rules and utilization of procedures; requiring certain reports and submissions to certain entities; requiring appearance before certain joint committee; limiting duration of certain requirements; providing determination process; providing for noncodification; and declaring an emergency. 

SB 843:

An Act relating to school district boards of education; amending 70 O.S. 2021, Sections 5-113 and 5-113.1, which relate to a prohibition on certain relationships between board members and school district employees; modifying statutory language; modifying exception to certain prohibition; updating statutory language; providing an effective date; and declaring an emergency. 

SB 1290:

An Act relating to 2-1-1 services; creating the 2-1-1 Hotline Revolving Fund; specifying type of fund and source of monies; stating purpose of the fund; providing for expenditure of monies; providing for codification; providing an effective date; and declaring an emergency. 

SB 1433:

An Act relating to the Administrative Procedures Act; creating the Guidance Transparency Act; providing short title; amending 75 O.S. 2021, Section 250.3, as last amended by Section 5, Chapter 258, O.S.L. 2025 (75 O.S. Supp. 2025, Section 250.3), which relates to defined terms under the Administrative Procedures Act; defining term; conforming language; amending 75 O.S. 2021, Section 250.4a, which relates to certain exemption under the Administrative Procedures Act; requiring certain agencies to make guidance documents available for public inspection; amending 75 O.S. 2021, Section 250.9, as amended by Section 1, Chapter 7, O.S.L. 2024 (75 O.S. Supp. 2025, Section 250.9), which relates to creation of the Office of Administrative Rules; requiring certain agencies to electronically submit certain guidance documents on certain basis; requiring publication of documents in certain form; requiring documents to include certain information; amending 75 O.S. 2021, Section 302, which relates to duties of rulemaking agencies; requiring agencies to make all guidance documents available for public inspection; updating statutory language; providing for noncodification; and providing an effective date. 

SB 1441:

An Act relating to critical infrastructure; amending 3 O.S. 2021, Section 322, which relates to prohibited unmanned aircraft; imposing criminal liability for violations; and providing an effective date. 

HB 1276:

An Act relating to schools; amending Section 1, Chapter 30, O.S.L. 2025 (70 O.S. Supp. 2025, Section 1-126), which relates to prohibited use of cell phones and personal electronic devices on certain campuses; extending prohibition; removing language allowing public school district boards of education to adopt certain policy beginning in certain school year; providing an effective date; and declaring an emergency. 

HB 1739:

An Act relating to retirement; amending 62 O.S. 2021, Section 3103, as last amended by Section 2, Chapter 361, O.S.L. 2024 (62 O.S. Supp. 2025, Section 3103), which relates to the Oklahoma Pension Legislation Actuarial Analysis Act; modifying terms; amending 47 O.S. 2021, Sections 2-304, as amended by Section 2, Chapter 45, O.S.L. 2025, and 2-305, as last amended by Section 9, Chapter 151, O.S.L. 2023 (47 O.S. Supp. 2025, Sections 2-304 and 2-305), which relate to the Oklahoma Law Enforcement Retirement System; modifying employer contribution; modifying employee contribution; modifying top base salary provisions; modifying positions that receive certain benefit computation; providing that certain provisions apply to certain individuals; providing effective dates; providing for contingent effective dates based on outcome of approval of the emergency clause; and declaring an emergency. 

HB 2288:

An Act relating to the Teachers' Retirement System of Oklahoma; amending 62 O.S. 2021, Section 3103, as last amended by Section 127, Chapter 452, O.S.L. 2024 (62 O.S. Supp. 2025, Section 3103), which relates to the Oklahoma Pension Actuarial Analysis Act; modifying definitions; amending 70 O.S. 2021, Section 17-116.10, as amended by Section 9, Chapter 300, O.S.L. 2024 (70 O.S. Supp. 2025, Section 17-116.10), which relates to postretirement employment; modifying provisions related to earning limitations; providing that a retired member may receive earnings without a reduction in retirement benefits; providing effective dates; providing for contingent effective dates based on outcome of approval of the emergency clause; and declaring an emergency.
