Governor Stitt Announces Ellen Buettner as CEO of the Regional University System of Oklahoma
Governor Stitt announced the appointment of Ellen Buettner as Chief Executive Officer of the Regional University System of Oklahoma (RUSO).
“I appreciate Ellen’s service in my cabinet and to the state of Oklahoma. She has demonstrated exceptional leadership in public service and a deep commitment to our state,” said Governor Stitt. “Her experience and proven track record make her the right leader to guide RUSO into the future. I am confident she will be a strong advocate for students and institutions across our state.”
Buettner most recently served as CEO of the Oklahoma Health Care Authority (OHCA), overseeing Medicaid programs for more than 1 million Oklahomans. During her tenure, she led key initiatives including Medicaid expansion, delivery system reform, and improvements to maternal health access. She also managed the successful transition of state employee benefits administration to OHCA.
Her career in state service includes leadership roles at OHCA, the Oklahoma Attorney General’s Office, and the Department of Mental Health and Substance Abuse Services. Buettner is a graduate of the University of Oklahoma, where she earned her undergraduate and law degrees, a master’s in administrative leadership, and a Ph.D. in communication.
“I am honored by Governor Stitt’s confidence and excited for the opportunity to lead the Regional University System of Oklahoma,” Buettner said. “I’m thankful to the RUSO board of regents for the opportunity to continue to serve our state in this new capacity. Our regional universities play an essential role in the development of Oklahoma’s workforce. I’m eager to get to work making our regional university system top ten in the nation.”
