I’m confident Aaron will excel in this role and deliver results for the state.”
Since 2018, Morris has served as OHCA’s CFO, where he was responsible for financial strategy and management, including budgeting, fiscal planning, general accounting, and financial reporting and analysis. He also oversaw the agency’s technology and program integrity functions, helping OHCA achieve its goals while improving efficiency and accountability.
"After 20 years at the Oklahoma Health Care Authority, I am honored to take on the role of chief financial officer for the State of Oklahoma,” said Morris. “It is a privilege to continue to serve and to help guide our state’s financial strategy, ensuring every dollar is used effectively and responsibly. I look forward to working with new and familiar faces to continue driving efficiency, fostering accountability and promoting innovation to meet the needs of Oklahomans."
Morris previously served as Director of Financial Management at OHCA, where he focused on financial strategy, revenue optimization, and provider reimbursement. He earned a bachelor’s degree in finance from the University of Central Oklahoma and an MBA from Cameron University. Additionally, Morris serves as a member of the board of the Rural Health Association of Oklahoma.

“John Laws has been instrumental in holding the line on government spending. I'm proud of the work he’s done over the last two years, and I wish him all the best as he transitions back to the private sector,” said Gov. Stitt.
