ODOC investigation leads to multiple felony charges in contraband smuggling case

VINITA, Okla. – An investigation by the Oklahoma Department of Corrections' Office of the Inspector General has resulted in multiple felony charges for two individuals involved in a contraband smuggling operation at the Northeast Oklahoma Community Corrections Center.

The investigation was initiated following a report from the facility's warden about a suspected contraband introduction involving inmate Kenneth Dean. A backpack filled with illegal items, such as drugs, tobacco, alcohol, and cellphones, was seized from Dean. Through thorough investigation work, an OIG agent determined that Amanda Carter was the person helping Dean introduce the contraband into NOCCC.

During her interview with OIG, Carter admitted to her role in the scheme. On Jan. 6, 2025, a probable cause affidavit was submitted to the Craig County District Attorney's Office, resulting in multiple felony warrants for Carter's arrest.

On March 12, 2025, OIG and the Lincoln County Sheriff's Department arrested Carter at her residence. Carter faces the following charges:

  • Assisting a prisoner to escape (felony)
  • Conspiracy (felony)
  • Bringing contraband into a penal institution (felony)
  • Unlawful use of a communication facility (felony)

Inmate Kenneth Dean also faces multiple charges, including:

  • Possession of a cell phone or electronic device in a penal institution
  • Possession of contraband by an inmate (felony)
  • Unlawful use of contraband by an inmate (felony)
  • Unlawful use of a communication facility (felony)
  • Conspiracy (felony)
