Oklahoma Corrections Board Approves Warden Appointment, Recognizes Agency Promotions
LEXINGTON – Today, at the monthly corrections board meeting, the board approved the appointment of a new warden at the John Lilley Correctional Center, and recognized promotions of the director for the Oklahoma Correctional Industries and two new assistant district supervisors for probation and parole services.
The appointments and promotions are what Corrections Director Joe M. Allbaugh called deserving for the men and women who have spent their careers with the department.
“All of these individuals have worked hard and climbed the corrections ranks to get into these leadership positions,” Allbaugh said. “These appointments will help continue to strengthen our agency, in turn making the department more efficient in its role within public safety.”
Mike Bolt’s appointment was unanimously approved by the board for the warden position at the John Lilley Correctional Center in Boley.
Bolt has been with the agency for 24 years and most previously served as the deputy warden at the Howard McLeod Correctional Center in Atoka.
Bolt began his career as a correctional officer. He has also served the department as a case manager, warden’s assistant, unit manager, business manager and case manager coordinator. Bolt has also served as the agency’s northern regional hostage negotiation coordinator.
He replaces Ken Klinger, who has been charged with overseeing the DOC’s officer training program.
Corry Flowers was named assistant district supervisor for probation and parole services for the southwest district. He will serve out of the probation and parole office in Norman. To see the probation and parole southwest district, click here.
He previously served the agency as the team supervisor for the probation and parole southwest district office. Flowers has been with the agency since 1988, when he began his career as a correctional case manager.
In 1998 Flowers became a probation and parole officer in the southeast district. During his time as an officer, Flowers has worked in the southwest and central districts. In 2003, he promoted to team supervisor for the central district, where he managed a team of officers as well as the parole team.
Arvella Rucks was named assistant district supervisor for probation and parole services for the northwest district. She will serve out of the probation and parole office in Weatherford. To see the probation and parole northwest district, click here.
She began her career with the DOC in 1987 as a probation and parole officer for the northwest district office. Throughout her career as an officer, she has worked in the Perry, Ponca City, Guthrie, Stillwater and Custer County offices.
Justin Farris was named the director of the Oklahoma Correctional Industries (OCI). He began his career with the DOC in 1999 as a correctional officer at the Mack Alford Correctional Center in Stringtown.
In 2005, Farris was named a sales representative for OCI. He has worked several positions during his tenure including sales representative, sales coordinator and partnership coordinator.
He replaces JD Colbert, who has retired.
OCI provides state agencies and employees with products and services. It employs over 1,200 inmates at 11 different correctional facilities across the state and over 5,000 products from furniture to steel products at no cost to the Oklahoma taxpayers.
The next Oklahoma Board of Corrections meeting is scheduled for Tuesday, Feb. 28 at 1 p.m. at the department’s administration building, 3400 N. Martin Luther King, Ave. 73111.
