Administrative Committee Chair

The Administrative Committee controls the review process for the collection of, disbursement to, and audit of wireless, VOIP, and pre-paid frees from vendors to qualifying Public Safety Answering Points (PSAP).  This includes the setting of requirements for PSAPs' annual reporting of financial information, and grant administration, as well as supporting efforts to identify and recommend areas where grant funding may be implemented to meet national and state standards of financial prudence and disclosure.


Technical Committee

Aaron Kelly

Aaron brings nearly two decades of public safety technology experience to the Oklahoma 9-1-1 Management Authority's Technical Committee. He began his career in 2006 as a 9-1-1 communicator with the City of Stillwater, developing a foundational understanding of emergency communications from the ground up. In 2013, he transitioned into a technical role as the Public Safety Systems Administrator for Stillwater and was named IT Systems Manager in 2025.

In his current role, Aaron oversees a broad portfolio of public safety technology, including computer-aided dispatch, law enforcement and fire records management systems, IP networking, database administration, and CJIS security policy compliance. He also administers county-wide 9-1-1 call handling equipment and next generation core services network infrastructure in partnership with the Payne County Enhanced 9-1-1 Communications Agency.

As Technical Committee Chairman, Aaron leverages his hands-on operational and systems management background to help guide technology strategy and standards for 9-1-1 across the State of Oklahoma.

 


Operations Committee

Operations Committee Chair

The Operations Committee will recommend best practices for PSAP operations and encourage standards for emergency call-takers, thereby improving emergency response capabilities and overall Public Safety for the people of Oklahoma.  Additionally, the Committee will review options for transitioning PSAPs from antiquated call-taking capabilities into NG911 and recommend possible grant funding where necessary.  The Committee will focus on operational issues that PSAPs face today and in the future.
