State Treasurer

The Office of the Oklahoma State Treasurer provides for the safe and efficient operation of state government through effective banking, investment, and cash management. Founded at statehood and enshrined in the Oklahoma Constitution, the State Treasurer has the following specific statutory and constitutional responsibilities:

  • Receiving, depositing, and disbursing all state funds.
  • Investing state funds and specific funds for other state agencies where authorized.
  • Requiring banks to furnish collateral sufficient to secure deposits of state and other public funds.
  • Overseeing interest payments on the state's bonded debt and redeeming of the debt at maturity.
  • Maintaining a safekeeping operation for securities owned or pledged as collateral by other state agencies.
  • Processing and distributing all state payments.
  • Managing the small business and agricultural link programs.
  • Administering the Unclaimed Property program.
  • Overseeing state debt management and administering the Oklahoma Capitol Improvement Authority.
  • Chairing the Oklahoma 529 College Savings Plan and Tobacco Settlement Endowment Trust Board of Investors and administering the Oklahoma STABLE program.
