Oklahoma Capitol Improvement Authority
The Oklahoma Capitol Improvement Authority (OCIA) serves as the primary mechanism for the state to finance capital projects through the issuance of debt. Founded in 1959, OCIA was created as a funding source for construction of state office buildings within the state capitol complex. The statutory role of the Authority was expanded in 1988 to encompass financing improvements and enhancements for various state universities, colleges, agencies, boards, and authorities, including state highway improvement projects. OCIA currently administers 28 series of bonds and approximately $1.5 billion in outstanding debt.
