Notification of Application for Federal Grant Funding

Applicant: Oklahoma Department of Rehabilitation Services - Oklahoma School for the Deaf (OSD)

To the Citizens of Oklahoma:

Notice is hereby given that the Oklahoma Department of Rehabilitation Services for the Oklahoma School for the Deaf is submitting an application to the Federal Emergency Management Agency (FEMA) for a Hazard Mitigation Grant Program (HMGP) award.

Project Description: The School proposes to construct and install two (2) community safe rooms and one (1) residential grade safe room on its campus located at 1100 East Oklahoma Ave, Sulphur, OK 73086. The project involves the installation of a total of three pre-fabricated, ADA-compliant storm shelters designed to meet FEMA P-361 and ICC 500 standards. These structures will provide protection for no less than 180 students, faculty, and staff during tornado and high-wind events.

Project Purpose: The purpose of this project is to mitigate the risk of loss of life and injury during severe weather events by reducing the ingress time for vulnerable populations, including students with auditory and mobility impairments.

Environmental & Historic Preservation: The project will take place on the existing developed campus grounds. The Applicant is currently conducting the required consultations with the Oklahoma Department of Environmental Quality, Oklahoma Archeological Survey, and State Historic Preservation Office to ensure compliance with all federal environmental and historic preservation laws (NEPA/NHPA).
