Investment Team

Kirk Stebbins has over 30 years of experience working with institutional investments in various capacities. He has been CIO for TRS since 2015.

His other investment experience includes 7 years with Mercer Investment Consulting, 3 years as Vice President of Fixed Income and Research Sales for Dain Rauscher, Morgan Keegan, and First American, 8 years as the CIO of Oklahoma Public Employees Retirement System, and 7 years as CIO at City of Austin Employees Retirement System.  

Kirk received his B.S in Finance from Louisiana Tech University. He also earned an M.S. in Finance from Texas A&M University. He holds the Chartered Financial Analyst (CFA). 

Joseph Cappello joined TRS in 2018 as an Investment Analyst and is currently the Deputy Chief Investment Officer. He is responsible for sourcing, monitoring, and restructuring investments for the fund.

Prior to TRS, Joseph spent time at Drov Technologies, Rockefeller Capital, and Point72 Asset Management.

Joseph received his B.S. in Finance from Boston University and earned an MBA with a concentration in Finance from Cornell University. He holds the Chartered Financial Analyst (CFA).
