Oklahoma Medical Marijuana Authority (OMMA) is a fast-paced, rapidly growing agency that is charged with regulating and licensing the medical marijuana industry in Oklahoma. OMMA will become a standalone state agency, separating from the Oklahoma State Health Department (OSDH) as of November 1, 2022. This change is per SB1543, which was signed by Governor Kevin Stitt on May 11, 2022.

OMMA is seeking a full-time Finance Officer. This is a state employee governed by the Civil Service Rules, in state government located in Oklahoma City, OK. OSDH offers a comprehensive Benefits packet, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents. For more information about the benefit allowance, follow this link: Plan Year 2022. The annual salary for this position is up to $70,000, based on education and experience.  

Position Summary:

The Finance Officer provides financial and administrative support to colleagues, as well as the executive team.  The Finance Officer will act as an intermediary between the Chief Financial Officer and other members of the Finance team.  The Finance Officer will report directly to the Chief Financial Officer.

Position Responsibilities /Essential Functions:

  • Assists in the preparation of the OMMA budget.
  • Assists in managing records and receipts.
  • Reconciles daily, monthly and yearly transactions.
  • Prepares balance sheets.
  • Develops an in-depth knowledge of OMMA process.
  • Provides customer service to clients as needed.
  • Serves as point of contact for other departments on financial and accounting matters.
  • Supports the Chief Financial Officer and other executives with projects and tasks as required.

Other Duties:

  • Demonstrates knowledge of and supports mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior. 
  • Collaborates with every department in OMMA to effectively and creatively solve problems. 
  • Works effectively in a team environment, participating and assisting their peers.

Valued Knowledge, Skills and Abilities:

  • Knowledge of finance and/or economics, accounting, budgeting, business and/or business administration. Understanding of state budgeting processes and timelines
  • Ability to utilize CORE PeopleSoft financials and run reports
  • Ability to interpret and communicate data.

Minimum Qualifications:

Education and Experience requirements at this level consist of a bachelor’s degree in accounting, business, public administration or a closely related field and five years of experience in professional accounting or auditing or closely related work, including two years in a supervisory or administrative capacity; or an equivalent combination of education and experience, substituting one additional year of professional accounting or auditing experience for each year of the required education.

Physical Demands and Work Environment

Work is typically performed in an office setting with a climate-controlled settings and exposure to moderate noise level. While performing the duties of the job, employee is required to talk, stand, walk, and reach with hands and arms.  This position requires long period of sitting and daily use of computer and phone.
