Oklahoma Employees Insurance and Benefits Board (OEIBB)
The mission of the Oklahoma Employees Insurance and Benefits Board (Board) is to advise the Office of Management and Enterprise Services (OMES) with respect to the administration of health, dental, vision, life and disability benefits to eligible participants.
To that end, with the assistance of staff from the OMES Employees Group Insurance Division, the Board will develop and adopt policies for recommendation to OMES regarding:
- Evaluation and selection of employee benefit plans to be provided in a cost efficient manner by the highest quality vendors;
- Procedures to be followed to educate participants in accessing and making elections regarding plan benefits;
- Internal procedures for protecting the confidentiality of the personal and health information of participants;
- Planning, investing and monitoring self-funded plan assets to maintain the long term viability of the plan;
- Internal procedures for the adoption of policies that assure compliance with federal and state regulations; and
- Methodologies for maintaining adequate health care provider access for participants of the self-funded plans by employing reimbursement practices that are consistent with industry benchmarks.

OEIBB Board Members
Shane Pate has served as the city manager of Nichols Hills since 2016. Pate is also a lawyer licensed to practice in the State of Oklahoma, and prior to becoming city manager, his areas of legal practice concentrated on commercial, municipal and land use law.
Pate earned his Juris Doctorate from Oklahoma City University School of Law in 2011. He also graduated summa cum laude with a master's degree in public administration from the University of Central Oklahoma. He earned a bachelor's degree in psychology from Oklahoma State University.
Pate has served as a board member for various nonprofit organizations in Oklahoma. Pate has served on the Oklahoma Employee Insurance and Benefits Board and its various committees since 2012. Currently, he serves as the board chairman.
Lynn Mitchell, M.D., M.P.H., OU Physicians chief medical officer, chief wellness officer and associate dean for clinical practice, University of Oklahoma College of Medicine, has extensive experience with health systems and assessments of health care outcomes and has been deeply involved with health care policies at the state and federal levels.
Prior to her current employment, Mitchell was the chief medical officer and deputy commissioner for Prevention and Preparedness Services for the Oklahoma State Department of Health. She previously served as state Medicaid director from 2000 to 2010 and as the medical director for the Oklahoma Health Care Authority from 1995 to 2000.
From 1989 to 1995, Mitchell was a member of the OU College of Medicine faculty and held an adjunct appointment in the OU College of Public Health. Mitchell is a graduate of the OU College of Medicine and completed residency training in family medicine and occupational/preventive medicine at the OU Health Sciences Center.
Her interests include preventive care and public health, patient-centric care, innovative health care delivery models, provider well-being and health care financing.
Brett Hobbs, CPA, serves as a Chief Compliance Officer and Wealth Management Associate at Cadent Capital Advisors, LLC, a registered investment adviser and wealth management firm with offices in Tulsa and Oklahoma City, Oklahoma. Brett began his career with a regional bank. After his career in banking, Brett worked at the Oklahoma Office of Management and Enterprise Services in the Gaming Compliance Unit.
Brett earned a Bachelor of Science degree with a major in accounting and Bachelor of Business Administration with a major in general business from University of Central Oklahoma.
He has been married to his wife, Megan, since 2017. They are proud parents to their son, Collin.
Steven Montgomery has owned an insurance agency since 2000. He specializes in helping meet the needs of small and medium-sized businesses by providing complete business insurance solutions.
He has been married to his wife, Kate, since 1994. They are the proud parents of five boys and one girl and enjoy homeschooling each of them.
Frank Stone, ASA, MAAA, is a career actuary practicing in the fields of life and health insurance and retirement plans. He graduated from the University of Oklahoma in 1970 with a B.S. in mathematics. He retired as chief actuary from the Oklahoma Insurance Department in 2018 after 20 years of service. During his time at OID, he served as the insurance commissioner’s designee on the firefighters, police and Oklahoma public employees retirement systems and the OEIBB.
He has been married for over 50 years to Genie. He currently enjoys retirement, caring for their special needs daughter, spending time with their two grandsons and being a board member of the Dale Rogers Training Center.
Jimmy J. Williams, CPA/PFS, CFP, is the CEO/President of Compass Capital Management, LLC, a registered investment adviser and wealth management firm with offices in Tulsa and McAlester, Oklahoma. His primary responsibilities are providing coordinated financial planning services specializing in retirement planning and distribution strategies.
Williams serves as the chairman of the American Institute of CPAs’ National Accreditation Commission. He has served the AICPA as a board member and member of many senior committees. He is a past chairman of the Oklahoma Society of CPAs and currently serves as chairman of the Bylaws Committee.
Williams is an author and teaches advanced financial planning techniques and ethics for the AICPA and the CPA societies of Iowa, Montana, Texas, Florida, Kansas, Missouri, Nebraska and Oklahoma.
Williams is often sought as an expert on financial planning matters for The Oklahoman, The Planner newsletter, CPAFocus magazine, N Common Magazine for Women and the McAlester News-Capital. He is an author of many technical tax and investment treatises as well as the author and speaker for his own podcast, "Live a Life by Design."
Williams has served as an editorial adviser to The Tax Adviser and the Journal of Financial Planning. He was appointed by Gov. Frank Keating to serve a term on the Oklahoma Tobacco Settlement Endowment Trust Board of Investors.
Most recently he wrote an article for the Journal of Accountancy titled "Help small businesses choose the right employee retirement plans." Williams authors a column, "INVEST IN YOURSELF," for the McAlester News-Capital newspaper. He was recognized by CPA Magazine as one of the "Top 40 CPAs to Know in a Recession."
Glen Mulready became the 13th Oklahoma insurance commissioner after receiving 62% of the vote. He was sworn into office on Jan. 14, 2019.
Mulready is a recognized leader and champion in the insurance industry. Starting as a broker in 1984, he rose to serve at the executive level of the two largest health insurance companies in Oklahoma. In 2007, he joined Benefit Plan Strategies, a company helping businesses provide employee benefits and health insurance to their employees.
Mulready also served as president of both the Tulsa and Oklahoma State Health Underwriters Associations and has been named State Health Underwriter of the Year.
In 2010, Mulready successfully ran for state representative and quickly became the point person for the House of Representatives on insurance issues and was appointed chairman of the Insurance Committee after the 2014 elections. In this role, Mulready passed legislation that resulted in more insurance companies offering services in the state, and he reformed the state employee insurance program to save Oklahoma millions of dollars a year while also saving thousands of dollars for those families.
Mulready also authored and passed a plan that – when fully implemented – could save taxpayers $1 billion in the state’s Medicaid program over 10 years. Because of these successes, Mulready was tapped as majority floor leader in 2017.
Mulready has been married to his wife, Sally, for 30 years. They are the proud parents of three sons, Sam, Jake and Will. In 2008, Glen and Sally were the recipients of Leadership Tulsa’s Paragon Award for their work with Big Brothers Big Sisters.
Mulready is active in his community, having served on numerous boards and committees, including Big Brothers Big Sisters, the Juvenile Diabetes Research Foundation, March of Dimes, Shepherds Fold Ranch Christian summer camp, Crime Commission and Tulsa Tough.
Mike Rhoads is an insurance and banking executive with four decades of combined experience in those industries. He retired from Blue Cross Blue Shield of Oklahoma in 2008 where he served in various capacities during his 25-year career with the health insurance company. Mike was most recently the President and Senior Consultant of the Rhoads Advisory Group LLC, a consulting firm working with the insurance industry in Oklahoma and Texas. He has served as Deputy Commissioner at the Oklahoma Department of Insurance since 2011 with administrative duties over the consumer regulatory areas of the Department.
Rhoads received his B.A. from Missouri Southern State University in 1974. He was with Bank of Oklahoma from 1975-80 as Manager of Consulting Services before moving to First National Bank of Tulsa as Vice President of Operations Analysis and Controls and Customer Accounting. Mike joined Blue Cross in 1982 as Vice President of Administrative Services and Planning and Product Development. In 1989 he was promoted to Senior Vice President of Information Services and Technology. In 1991 he was promoted to SVP Finance with responsibility over the Accounting, Underwriting and Actuarial functions of the company. In 2002 he left the financial and operations side of the business and assumed management over sales, marketing, and legislative affairs as EVP, External Operations.
Mike has been involved in civic organizations throughout his career. He is a member of Leadership Tulsa (Class XI), Past Chair of Tulsa Downtown Unlimited, has served on the executive committee of the Tulsa Area United Way and is a past president of the Child Abuse Network.
Rhoads lives in Tulsa with his wife Kathy and has three adult children.
