Job Order Contracting

The State of Oklahoma JOC Program is a procurement process that helps agencies complete repairs, renovation and straightforward new construction projects with a single, competitively awarded contract. Unlike traditional bidding where each project is identified, designed, and then put out to bid, the program establishes competitively bid prices up front and eliminates the need to separately bid each project. It is an easy and expedited construction sourcing option for any qualifying agency to use. The program is a public/private partnership between OMES and Gordian and saves money and time by offering:

  • Pre-bid competitive pricing
  • Optional total design and construction package
  • Qualified assured installation
  • Warranties per the general conditions of the contract

The program provides a total start-to-finish product for public construction projects. Construction and Properties along with a Gordian representative administers the planning/programming and construction administration phase, including tracking pay applications, warranty documentation and final acceptance. The program is a self-supporting, non-mandatory service provided to public agencies by utilizing an administration fee for each contract.

The program fully satisfies all Title 61 requirements and provides an expedient procurement vehicle for agencies to use and is designed to protect assets while continuing to provide public services with minimal disruption to normal business operations.

The Program services the entire State of Oklahoma and divides the state in 4 Regions with multiple vendors and trades assigned to each region. It offers general construction as well as mechanical, electrical and plumbing services.
