Personnel Programs Analyst

Basic Purpose

Positions in this job family are assigned responsibilities involving investigations of alleged violations of the Oklahoma Personnel Act and related rules and the review of appeals filed with the Oklahoma Merit Protection Commission.  This includes reviewing and analyzing information provided concerning alleged violations and appeals, conducting field investigations or other research as required, preparing investigative reports and making recommendations for dispositions.  Responsibilities also include mediation disputes and completion of activities related to the alternative dispute resolution program.

 

Typical Functions

The functions performed within the Personnel Programs Analyst job family will vary by level, but may include the following:

  • Reviews and analyzes complaints and appeals filed with the Oklahoma Merit Protection Commission of alleged violations of the Oklahoma Personnel Act or of the Merit System of Personnel Administration rules; conducts investigations, inquiries or research as required.
  • Prepares reports of investigations or other documentation concerning the facts of the case, issues in dispute, application of the Personnel Act and Merit Rules and recommendations and justification for disposition.
  • Advises appeal parties, party representatives and agency officials on policies and procedures concerning alleged violations of appeals, status of cases pending, and other issues. 
  • Counsels persons and groups on their rights and responsibilities and consults with state agency management officials on policy development and effective human resource management.
  • Mediates disputes consistent with applicable laws and standards of the Oklahoma Supreme Court and the Merit Protection Commission; conducts intakes on disputes referred to mediation; serves as an alternative dispute resolution facilitator.
  • Schedules cases for hearing or mediation; notifies appeal parties and their representatives. 
  • Designs, develops and presents training programs to state agency management officials, state employees and others.
  • Participates in the development of training programs related to appeals and complaints concerning alleged violations of the Personnel Act or Merit Rules.

Level Descriptors

This job family has two levels which are distinguished based on the complexity of work assigned and the responsibility for providing leadership to others.  Entry into this job family is at the career level.

 

Level I: Code: C37A Salary Band: K

This is the career level where employees are assigned responsibility at the full performance level for the processing and completion of all required activities related to appeals or complaints filed with the Merit Protection Commission.  This includes conducting any investigations, inquiries or other action as necessary to determine the facts of the case and whether the alleged violation may have occurred and making recommendations concerning appropriate disposition, including scheduling a hearing or alternative dispute resolution.

 

Knowledge, Skills and Abilities required at this level include knowledge of the Oklahoma Personnel Act and all related rules, policies and procedures; of the Administrative Procedures Act; of the Open Meeting and the Open Records Act; of investigative techniques and practices; of structured interviewing techniques; of mediation techniques; of basic statistics; of report writing techniques; and of techniques required for preparing and delivering training programs.   Ability is required to investigate complaints of alleged violations of the Oklahoma Personnel Act and related rules, policies and procedures; to prepare investigative and statistical reports; to establish and maintain effective working relationships with others; to read and interpret complex materials such as laws, rules and policies; to mediate cases; to prepare and schedule cases for hearing; and to communicate effectively, both orally and in writing.

 

Education and Experience requirements at this level consist of a bachelor’s degree and one year of professional experience in personnel administration, employee or labor relations, affirmative action, equal opportunity as a discrimination/employment law investigator, or mediations or negotiations; or an equivalent combination of education and experience.

 

Level II: Code: C37B Salary Band: L

This is the leadership level of this job family where employees are assigned responsibilities as a case manager on investigations, including serving as a team leader as required.  This includes planning and coordinating all aspects of required investigations or other actions and making recommendations for the disposition of cases.  As a team leader, they will also provide guidance and training to other analysts on assigned cases.

 

Knowledge, Skills and Abilities required at this level are the same as Level I plus knowledge of supervisory principles and practices and demonstrated ability to work independently and complete a wide range of investigations. 

 

Education and Experience requirements at this level are the same as Level I plus one year of professional experience investigating complaints of violations of the Oklahoma Personnel Act and the Oklahoma Merit Rules for Employment.

 

Special Requirements

Within six months of employment, incumbents must successfully complete the training program and be certified by the Oklahoma Supreme Court as a mediator.  Applicants must possess the ability and willingness to perform job-related travel.
