National Guard Training Officer
Positions in this job family are assigned responsibilities involving the training, security, readiness and effectiveness, and operations of National Guard units throughout the state. This includes activities related to active duty training, use of man days for training, administration of testing programs, coordination of travel requirements, the development of special events and activities, development of program goals and objectives, and the supervision or direction of various programs or operations.
The functions within this job family will vary by level, but may include the following:
Administers one or more programs related to the training, operations or security of National Guard units on a statewide basis; develops program objectives; plans and coordinates annual training, various exercises, and other activities.
Coordinates active duty and inactive duty training, processing and publication of orders and travel documents, military testing programs, travel requirements, and other types of training requirements; responds to inquiries from units and individuals, maintains required records and prepares correspondence, reports, activity schedules and other materials related to the responsibilities assigned.
Directs security and law enforcement programs for National Guard bases and training sites, the Inactive Duty training program, Overseas Deployment program, the State Marksmanship program, and similar activities and programs.
Directs or coordinates the military telecommunications system, special civilian education programs, Oklahoma Military Academy training, and the use of military aircraft or other equipment.
Develops long range plans for assigned program, and budget and staffing requirements; implements quality control procedures and policies.
The National Guard Training Officer job family consists of three levels which are distinguished based on the complexity of the work, the accountability for various programs, and the experience required to do the work.
Level I: Code: C43A Salary Grade: I
At this level employees are assigned responsibilities involving the administration of various phases of operations related to military training, testing and transportation requirements. This may include implementing and coordinating training requirements, developing and maintaining military testing programs, coordination of travel requirements for both military and commercial travel, and similar activities. Responsibilities may also be assigned for supervising other personnel involved in the assigned function.
Knowledge, Skills and Abilities required at this level include knowledge of military training programs; of National Guard regulations concerning requirements and procedures for scheduling and conducting training; of military and commercial air travel; of public administration; and of military organizations. Ability is required to communicate military regulations and policies; to present information on agency and National Guard activities; to prepare reports; to establish and maintain effective working relationships with others; and to communicate effectively, both orally and in writing.
Education and Experience requirements at this level consist of a bachelor degree and one year of experience in military personnel administration, military operations and training or as a company or detachment commander or an equivalent combination of education and experience, substituting one additional year of qualifying experience for each year of the required education.
Level II: Code: C43B Salary Grade: J
Employees at this level are assigned responsibilities as a program manager in directing one or more programs related to the training and effectiveness of National Guard units and personnel located throughout the state. This involves assisting in developing program goals and objectives and supervision of assigned staff in implementing and controlling various phases of a major program, such as security and law enforcement, inactive duty training, overseas deployment, military telecommunications, weapons training and marksmanship, and special education programs.
Knowledge, Skills and Abilities required at this level include knowledge of Oklahoma Military Department goals and objectives; of military security requirements; of Military and National Guard regulations related to military training requirements; of applicable state and federal programs; of state and federal laws concerning mobilization and use of the National Guard; of emergency communications systems; of regulations concerning the protection of classified materials; of public administration, and of supervisory principles and practices. Ability is required to plan, review and direct the work of others; to read and interpret detailed military/National Guard regulations; to coordinate assigned programs; to develop, write and administer training programs; to coordinate statewide requirements related to the mobilization, operations and training of National Guard units; to interpret and apply a variety of laws, rules and regulations; to analyze complex situations and make responsible decisions; to communicate effectively both orally and in writing.
Education and Experience requirements at this level consist of those identified in Level I plus two additional years of qualifying experience.
Level III: Code: C43C Salary Grade: L
At this level employees will be assigned responsibility for assisting in the direction of various programs related to the training, security, readiness and operations of National Guard units throughout the state as an assistant to the Director of Operations and Training. Supervision will be provided to managers of the various programs for which responsibility has been assigned in developing and implementing individual program requirements and activities.
Knowledge, Skills and Abilities required at this level consist of those identified in Level II plus demonstrated ability to plan and direct individual military training programs or activities.
Education and Experience requirements at this level consist of a bachelors degree and four years of experience in military operations and training, military personnel administration or as a company or battalion commander, including two years in an administrative or supervisory capacity or an equivalent combination of education and experience, substituting one additional year of qualifying experience for each year of the required education.
Some positions may require that the required experience be in one or more of the areas identified.
The Adjutant General has designated positions in this job family as requiring National Guard membership as provided in Title 44, Oklahoma Statutes, Section 21.1.
