Materiel Mgmt Specialist

Basic Purpose

Positions in this job family are assigned responsibilities involving the management, from acquisition to disposal, of all supplies and equipment used to support an institution or agency.  These responsibilities include procurement, receipt, storage, control, issuance, inventory, and delivery of material.

Typical Functions

The functions within this job family will vary by level, but may include the following:

  • Receives, issues, ships and arranges stock in proper location using machinery as needed.
  • Inspects items for conformance with specifications.
  • Conducts inventories and maintains inventory records and reports.
  • Assists requisitioners in preparation of specifications.
  • Acts as liaison to the agency purchasing agent/Central Purchasing.
  • Supervises and trains subordinate personnel and edits requisitions and purchase orders.
  • Confers with department heads, vendors, and outside agencies concerning purchases, deliveries, and acceptability of supplies.

Level Descriptors

The Materiel Management Specialist job family consists of four levels which are distinguished based on the level of complexity of specific job assignments, the extent of responsibility assigned for a specific task, the level of expertise required for the completion of assigned tasks, and the responsibility assigned for the supervision of others.

Level I: Code: F20A Salary Band: D

This is the basic level where employees perform entry level work, in a training status, involving routine clerical and/or physical work in the receipt, storage and delivery of material.  Incumbents will work under close supervision and will not have any supervisory responsibilities.

Knowledge, Skills and Abilities required at this level include knowledge of simple arithmetic and of the English language.  Ability is required to write simple reports; to follow oral or written instructions; and to establish and maintain effective working relationships with others.

Education and Experience requirements at this level are none.

Level II: Code: F20B Salary Band: E

This is the career level where employees perform responsible work at the full-performance level, and may provide assistance or training to others.

Knowledge, Skills and Abilities required at this level include those at Level I plus knowledge of storage methods and procedures; of inventory methods and techniques and maintaining detailed inventory records; of warehousing practices and techniques; of stock handling; of the operation of warehouse equipment; and of stock identification methods.  Ability is required to store and warehouse a variety of supplies; to maintain detailed inventory records; to maintain accurate warehouse records; and to follow oral and written instructions.  Skill is required to operate a fork lift

Education and Experience requirements at this level consist of two years experience in receipt, storage, or stock handling work, and issuance of material; or an equivalent combination of education and experience.

Level III: Code: F20C Salary Band: F

This is the specialist level where employees are assigned responsibilities for performing advanced level work of an independent nature which exceeds the requirements of basic inventory control or records keeping activities and may also be responsible for providing training, guidance or functional supervision to others in the completion of various tasks and activities related to the receipt, storage and distribution of supplies, equipment or other materials.

Knowledge, Skills and Abilities  required at this level consist of those identified in Level II plus the ability to provide training and supervision to others; to establish and maintain effective working relationships with others.

Education and Experience requirements at this level consist of three years experience in receipt, storage, or stock handling work, and issuance of material; or an equivalent combination of education and experience.

Level IV: Code: F20D Salary Band: G

This is the leadership level where employees are assigned responsibility for the supervision of others; and for planning, organizing, and managing the procurement, storage, control, issuance, distribution and delivery, and inventory of material used in the operation of an institution or agency.  Incumbents may be responsible for directing the overall operations of a warehouse having responsibility for statewide distribution of supplies or other material; insuring compliance with safety, OSHA standards, training, establishing objectives, and devising plans.

Knowledge, Skills and Abilities required at this level include those required at Level III plus knowledge of the methods and procedures for acquisition of material; of warehousing methods, principles, procedures, and expediting techniques; of inventory methods and procedures; of the use of the various types of mechanical equipment used in warehousing operations; and of supervisory principles and practices.  Ability is required to take accurate inventories; to write reports and keep records.

Education and Experience requirements at this level consist of four years experience in stock handling, warehousing and inventory control; or an equivalent combination of education and experience.

Special Requirements

Applicants must be willing and able to fulfill all job-related travel normally associated with this position.  Some positions may require performing moderately heavy lifting or other manual tasks.

Upon a conditional offer of employment, Department of Mental Health and Substance Abuse Services applicants must submit to a physical examination and shall meet the physical examination requirements of lifting/carrying 70 pounds occasionally, 25 pounds frequently and able to push and pull a maximum force of 40 pounds.
