Liquefied Petroleum Gas Inspector

General Purpose

Positions in this job family are involved in the inspection of liquefied petroleum gas equipment systems , and procedures for compliance with state and federal laws.  This includes conducting investigations of fires and explosions in homes and buildings where petroleum gas was present, investigating violations, and advising owners and operators of corrective measures for compliance. Provide first response to LP gas truck accidents, take control of the scene, direct safe procedures, clean up site and determine cause of accident.

Typical Functions

  • Inspects liquefied petroleum gas systems in private residences, public buildings and at dealers’ premises and storage plants.
  • Fight terrorism through coordination efforts with Homeland Security.
  • First responder to LP truck accidents, take control of scene and clean up.
  • Inspects liquefied petroleum gas tanks for conformance to safety codes.
  • Approves or condemns apparatus in accordance with applicable safety rules.
  • Investigates and files reports on the cause of accidents resulting from the use of liquefied petroleum gas.
  • Gathers evidence of rules violations; appears as a witness in trials or hearings concerning violations.
  • Inspects liquefied petroleum gas transport trucks annually.
  • Prepares reports and maintains inspection records.
  • Administers and grades examinations for permits (except Class 1 Dealers and Class 10 Managers).
  • Issues citations, makes arrests, testifies at trials and hearings.
  • Attend schools yearly on CLEET, arson, fires, explosions, LP truck accidents and investigations to improve performance. 

Level Descriptors

The Liquefied Petroleum Gas Safety Code Enforcement Officer job family has two levels, which are distinguished by the complexity of assignments, the level of expertise required to perform the duties assigned, and the responsibility assigned for providing leadership to others.

LEVEL I Code: M36A Salary Band: I

This is the basic level of this job family where employees are assigned responsibility for performing routine entry-level work in a training status to build their skills in inspecting liquefied petroleum gas equipment, and investigating  accidents.  Also, they must complete CLEET training and training of fire and explosion investigations.  Employees are assigned duties in a training status to build skills in the enforcement of federal and state laws, rules and regulations regarding the safety procedures to transport, store and transfer LP gas in this state.

Knowledge, Skills and Abilities required at this level include knowledge of liquefied petroleum gas dispersing and storage equipment and systems; of installation and transportation of liquefied petroleum gas; of safety precautions; of basic law enforcement practices and procedures, and report writing.  Ability is required to establish and maintain effective working relationships with others; to express ideas clearly and concisely, both orally and in writing; and to follow oral and written instructions.

Education and Experience requirements at this level are mandated by statute  (52 O.S. 2001, 420.2), which requires “Two years experience in actual physical installation or inspection of liquefied petroleum gas systems, containers, apparatus or appliances or installations thereof.”

LEVEL II Code: M36B Salary Band: J

This is the career level where employees are assigned responsibility for performing complex investigations of liquefied petroleum gas related accidents and determining “cause” when possible, and for compliance with all applicable laws and regulations concerning LP gas equipment.    In this role, they will be required to apply advanced techniques of investigation and inspection, and will provide technical guidance, direction and training to other Liquefied Petroleum Gas Safety Code Enforcement Officers   This position may have direct supervisory responsibilities due to being first responders to an accident and taking control of the scene. 

Knowledge, Skills and Abilities required at this level include those identified in Level I, plus knowledge of the laws, rules and regulations governing the storage of liquefied petroleum gas.  Ability is required to provide on-the-job training to other officers and to follow complex oral and written instructions.

Education and Experience requirements at this level are mandated by 52 O.S. 2001, 420.2, which requires “Two years experience in actual physical installation or inspection of liquefied petroleum gas systems, containers, apparatus or appliances or installations thereof”. Plus an additional two years as a Liquefied Petroleum Gas Safety Code Enforcement Officer.

Special Requirements

Applicants must successfully complete certification as a Peace Officer with the State of Oklahoma, as provided by Title 52 O.S., 1981 Supp., Section 420.7(d).

Applicant shall have attained the age of twenty-one (21) years.  Applicants must be willing and able to fulfill all job-related travel normally associated with this position. Applicants must be willing and able to be on call twenty-four (24) hours per day; be willing to travel frequently and be away from home for extended periods of time; be willing to relocate to the area of assignment; be willing to accept the physical discomforts and/or dangers inherent in the work.
