Info Sys Administrator
Positions in this job family are assigned overall responsibility for the direction of an agency management information program, including direction of staff activities and development of information services and operations, or positions which are responsible for assisting in the direction of a large management information system, with responsibilities related to the direction of multiple activities and operations and the supervision of lower level managers in the completion of their assigned responsibilities. This includes determining the information services requirements of the agency, establishing priorities for systems development and data processing requirements, evaluating and projecting hardware and software needs, and developing budget work programs to provide the staffing and equipment necessary to implement required computer operating systems and information services.
The functions within this job family will vary by level, but may include the following
- Plans, organizes and directs all operations and activities of a management information services division as the administrative head of the division or a major information services program or function; responsible for meeting all data processing or information technology requirements of the agency through the development of appropriate operating and applications systems.
- Establishes priorities for systems development and data processing projects in accordance with agency or departmental requirements; develops plans for future utilization of data processing services in the overall agency program; makes recommendations concerning the selection and purchase of equipment, vendor products or services.
- Provides for coordination of activities within the management information services division and with user divisions within the agency or other user agencies; participates in the development of the agency budget work program with primary responsibility for funds to be allocated for data processing requirements.
- Evaluates systems and staff performance; projects needs for upgrading hardware or software used by the agency; directs staff activities in reviewing and maintaining the operating system and the development or enhancement of various applications programs.
This job family consists of three levels of work which are distinguished by the complexity of the work assigned based on responsibilities for direction of management information programs and services of varying sizes and scope, characterized by the number of FTE, operating systems or subsystems, information services budget, type of equipment and other related factors.
LEVEL I: Code: B32A Salary Band: O
This level consists primarily of positions and employees assigned responsibility for the direction of a management information system which is limited in size and scope. This typically includes systems with a limited number of work stations and operating systems which are primarily related to internal activities.
Knowledge, Skills and Abilities required at this level include knowledge of computer operations and telecommunication networks; of design specifications for application program systems; of system development procedures; of data processing hardware and software functions, capabilities and interrelationships; of agency standards and procedures; of security and control methods and systems; of the principles of business and public administration; or documentation standards for information technology; and of planning techniques. Ability is required to direct the work of others; to coordinate activities and resources within or between units, sections or divisions; to assess and evaluate the performance of computer operating systems; to communicate effectively; and to establish and maintain effective working relationships with others.
Education and Experience requirements at this level consist of completion of twenty-four semester hours of computer science or management information systems and five years of professional data processing experience, including 2 years in a supervisory or administrative capacity; or an equivalent combination of education and experience, substituting one additional year of qualifying experience for 12 semester hours only of the required course work.
NOTE: No substitution will be permitted for at least 12 semester hours of computer science or management information systems.
Level II: Code: B32B Salary Band: P
This level describes positions and employees assigned responsibility for directing a management information program or division of moderate size and scope, which generally includes systems related to both internal and external functions. Positions and employees responsible for assisting in the direction of a large management information program or system may also be included in this level.
Knowledge, Skills and Abilities required at this level are the same as those identified in Level I.
Education and Experience requirements at this level consist of those identified in Level I plus one additional year of qualifying experience in a supervisory or administrative capacity.
LEVEL III: Code: B32C Salary Band: Q
This level consists of positions and employees assigned responsibility for large management information programs or operating systems. This includes those involving statewide use and application or covering a large variety of functions and operations.
Knowledge, Skills and Abilities required at this level consist of those identified in Level I plus demonstrated ability to direct and coordinate activities involving multiple work units or sections and in planning and implementing information systems and technology.
Education and Experience requirements at this level consist of those identified in Level II plus one additional year of qualifying experience in a supervisory or administrative capacity.
