Facilities Pgms Officer (OMD)
Positions in this job family are assigned responsibilities involving planning, organizing, directing and coordinating programs for the management, control, conservation and protection of state-owned property, facilities and resources in the Oklahoma Military Department. This includes statewide responsibilities in phases of the management of various facilities located throughout the state by developing and implementing programs such as energy management, fire prevention and asbestos abatement and may also identify special requirements for construction, renovation or maintenance projects in relation to these programs. A large part of the work is administrative in nature, involving the development of budgets, operations plans, and inspection check lists and implementation of policy guidelines and includes on-site inspections of facilities to ensure compliance with established requirements. Technical guidance to facilities users and maintenance personnel in implementing actions to support conservation measures or complete special projects such as asbestos removal are also included in the assigned responsibilities.
- Develops, directs and implements agency-wide energy conservation programs to reduce energy consumption and related energy costs and ensure compliance with federal and state regulations and guidelines; identifies alternative energy sources; establishes energy conservation goals.
- Plans, organizes and directs agency fire prevention programs; investigates fire/arson incidents; coordinates fire prevention activities with state and federal officials.
- Serves as agency Asbestos Abatement Officer; coordinates requirements for asbestos removal projects; prepares cost estimates; reviews bids for selection of outside contractors; purchases equipment for use by agency personnel; provides technical guidance, direction and supervision to agency personnel and contractors performing asbestos removal work in agency facilities.
- Conducts inspections of agency facilities throughout the state; identifies deficiencies in the use or conservation of energy resources or in fire prevention programs; determines requirements for maintenance, construction or renovation projects; advises responsible personnel of corrective actions required.
- Develops, coordinates and directs required training programs; conducts training as needed; attends seminars, workshops and conferences related to energy management, fire prevention, asbestos abatement and similar activities or programs.
- Develops budgets operations plans, inspection check lists and other guidelines for use by agency personnel in meeting established goals.
- Reviews construction plans and inspects projects in progress and completed projects to ensure compliance with guidelines concerning resource conservation and other requirements.

The Facilities Programs Officer (OMD) job family consists of only one level and incumbent employees will be responsible for performing all functions related to the position.
Knowledge, Skills and Abilities required at this level include knowledge of energy resources and use; of the Federal Energy Act; of state laws and regulations concerning the use and conservation of energy resources; of OSHA and EPA rules and regulations; of fire prevention and protection methods and techniques; of procedures for identifying asbestos contamination; of asbestos removal procedures; of federal and state laws and regulations concerning the use and removal of asbestos; of report writing; and of supervisory principles and practices. Ability is required to plan and develop energy conservation programs; to perform administrative duties; to complete inspections and investigations; to identify the use of asbestos in a variety of buildings and other structures; to establish and maintain effective working relationships with others; to communicate effectively, both orally and in writing.
Education and Experience requirements at this level consist of a bachelor's degree and two years experience in energy management, asbestos abatement, construction management or closely related work; or an equivalent combination of education and experience.
