Correctional Industries Manager

Basic Purpose

Positions in this job family are assigned responsibilities involving the production of various goods or materials or the delivery of various services through the Oklahoma State Industries Program administered by the Department of Corrections.  This includes manufacturing operations involving items such as modular furniture, metal products, mattresses and other items and service contracts such as computer programming and data entry.

Typical Functions

The functions within this job family will vary by level, but may include the following:

  • Delivers correctional industries products to buyers; provides for supervision and security of inmate work crews in delivering and installing various items; operates a commercial vehicle to deliver shipments.
  • Inspects delivered products for damage and quality of merchandise; may perform minor repairs on site; trains inmate workers in the proper use of various tools and equipment.
  • Plans, supervises and coordinates the operations of a manufacturing or service industry within the Oklahoma State Industries Program; provides direction to assigned staff, including other employees and inmate workers; prepares required reports and other information concerning industry operations and activities.
  • Provides training to employees or inmates in the operation of various types of machinery or other equipment used in the manufacturing process or in providing various services through the industrial program.
  • Requisitions raw materials, supplies and equipment as needed; maintains inventory and production cost records; supervises the storage and delivery of finished products.
  • Maintains security and discipline of inmates in the shop or work area; enforces prison rules and regulations; observes and evaluates inmates work performance and compliance with established standards of conduct. 

Level Descriptors

The Correctional Industries Manager job family consists of five levels which are distinguished based on the level of responsibility assigned, the expertise required for completion of assigned duties, and the size and scope of the industry for which responsibilities are assigned.

Level I Code: I30A Salary Band: F

At this level employees are primarily assigned responsibilities involving the delivery, inspection, and installation of various products provided through the Oklahoma State Industries Program.  In this role they will operate a commercial vehicle to conduct deliveries, supervise an inmate work crew in loading and unloading operations and in any installation required, and insure proper security and discipline.  Responsibilities may also include on-site repairs of minor damage and training inmates in the use of portable and electrically powered assembly tools.  Some responsibility may also be assigned for supervising a production operation in the absence of the supervisor or during peak production periods.

Knowledge, Skills and Abilities required at this level include knowledge of the operation of vehicles such as eighteen-wheel tractor trailer combinations; ten wheel bobtail trucks and lighter delivery trucks; of state and federal laws governing the operation of commercial vehicles; of supervisory methods; and of modern record keeping practices.  Ability is required to establish and maintain effective working relationships; to supervise the work of inmates; and to follow complex written instructions and regulations.

Education and Experience requirements at this level consist of two years of experience in a production or distribution capacity in manufacturing or as an operator of a heavy-duty truck tractor in the commercial transportation industry or in food processing or food service management; or a substitution of one year of experience in correctional or security work for each year of the required experience.

Level II Code: I30B Salary Band: H

At this level employees are assigned responsibilities related to planning, organizing and directing the operations of an industry which is limited in size and scope, such as a light manufacturing or low technical industry or a service delivery industry with a limited number of inmates assigned.  Some positions may be assigned responsibilities for assisting in the direction of an industry program which is large in size and scope.

Knowledge, Skills and Abilities required at this level include knowledge of the methods and operations of the industry for which responsibility is assigned; of the operation and maintenance of production machinery and equipment used in the industry; of supervisory principles and practices; and of modern record keeping procedures, including perpetual inventory procedures.  Ability is required to establish and maintain effective working relationships with others; to supervise the work of inmates; and to follow oral and written instructions and regulations.

Education and Experience requirements at this level consist of three years experience in data processing, programming or operations or in a production capacity such as quality control, inventory or production control, or in manufacturing or in food processing or food service management; or a substitution of one year of experience in correctional or security work for one year of the required experience only.

Level III Code: I30C Salary Band: I

At this level employees are assigned responsibilities involving management of a correctional industry of moderate size and scope, such as a moderately technical manufacturing industry or a service industry with a significant number of inmates assigned or which involves significant technical skills.  Some positions may be assigned responsibilities for assisting in the direction of an industry which is large in size and scope.

Knowledge, Skills and Abilities required at this level include those identified in Level II plus the ability to manage complex projects involving numerous individuals.

Education and Experience requirements at this level consist of those identified in Level II plus one year of operations or production experience.

Level IV Code: 130D Salary Band: L

At this level employees are assigned responsibilities involving the direction of a correctional industry which is large in size and scope, including highly technical or heavy manufacturing operations or a service industry which is highly technical or has a large number of inmates assigned.

Knowledge, Skills and Abilities required at this level include those identified in Level II plus ability is required to conduct several projects simultaneously.

Education and Experience requirements at this level consist of those identified in Level III plus one additional year of qualifying experience in a supervisory capacity.

Level V Code: I30E Salary Band: M

At this level employees are assigned responsibilities involving the direction of multiple industrial programs and operations.  This includes two or more programs located at one correctional facility or individual programs located at two or more facilities as well as multiple programs within non-institutional units of the Industrial Production Division.

Knowledge, Skills and Abilities required at this level include those identified in Level II plus knowledge of business organization, administration and management principles.  Ability is required to direct multiple programs and operations.

Education and Experience requirements at this level consist of those identified in Level IV and one additional year of qualifying supervisory experience.

Selective Qualifications

Some positions may require experience in a specific type of manufacturing or service industry.

Special Requirements

Some positions will require that applicants must be willing and able to fulfill all job related travel normally associated with the position.

Some positions will require possession of a valid Class A or B Oklahoma Commercial Drivers License, with appropriate endorsements, at the time of appointment.
