Positions in this job family are assigned responsibilities involving the planning, organizing and direction of a statewide architectural, interior design and construction program for a state agency; coordinates the activities of outside professional consultants and contractors.
Conducts and/or directs complex architectural studies and surveys for the formulation of program policies, procedures and standards, prepares technical reports and recommendations.
- Organizes, directs and reviews the work of architectural, interior design, electrical and construction inspection staff regarding conceptual designs, final designs, working drawings, specifications, addenda, cost estimates and change orders for the construction or modification of department facilities; ensures adherence to applicable regulations, directives and standards.
- Provides consultation and guidance to division directors, the executive director and other officials to assist in establishing future design programs, budgets and project requirements.
- Interviews and selects outside professional contractors, architects and/or engineers for selected projects.
- Serves as liaison between consulting engineers and architectural firms and the agency; provides professional guidance and technical advice to consultants; schedules and coordinates their work; approves reports, designs and/or construction documents to ensure that agency standards, program guidelines, schedules and applicable laws are adhered to.
- Serves as architect for both in-house projects and for projects constructed by outside contractors; determines when the services of a licensed professional engineer and licensed architect are required.
- Coordinates and directs the inspection of work at both contractor and in-house project sites; makes personal investigations and/or plan-in-hand inspections to check work force levels, materials, methods and adherence to plans, specifications and contract documents.
- Reviews requests for payment made by outside contractors and consultants for approval or disapproval; conducts field inspections and plan and specification reviews.
- Conducts meetings to convey organizational information, policies, procedures, goals and strategies, schedules, standards and priorities.
- Conducts and/or arranges for training on design and construction industry practices and procedures for personnel development purposes.
- Manages and directs outside consultants for all state agencies for minor construction projects.
- Recommends state code adoption and reviews plans and specifications of state agencies for code compliance.
- Provides technical guidance on existence of hazardous materials.
The Architect job family consists of three levels which are distinguished by the level of knowledge, skill, accountability and expertise required to perform the assigned duties as well as the authority and responsibility assigned for the leadership of others.
Level I Code: F69A Salary Band: L
This is the basic level of this job family where employees are assigned professional duties and responsibilities in a training status. Incumbents are required to pursue and/or maintain licensure at this level.
Knowledge, Skills and Abilities required at this level include knowledge of architectural principles and practices; of building structural, mechanical and electrical design principles and practices; of architectural construction documents; of preparation of cost estimates; of on-site inspection practices; of construction management principles: of building and handicap codes; of hazardous materials, OSHA and BOCA regulations and laws and other regulations and policies related to the field of architecture. Ability is required to review and develop architectural plans and specifications; to conduct inspections on projects; to develop and administer contractual agreements; to collect and organize data; to establish and maintain effective working relationships with others; to communicate effectively, both orally and in writing; and to organize and conduct several projects simultaneously.
Education and Experience requirements at this level consist of a bachelor's degree in Architecture.
Level II Code: F69B Salary Band: M
This is the career level of the job family in which incumbents are assigned responsibility for the completion of a full range of professional level work at the full performance level in completing specification writing, CAD drafting, providing technical advice and guidance to other professionals and completing projects with minimal supervision.
Knowledge, Skills and Abilities required at this level include those identified at level I plus knowledge of CAD drafting; project management; and the Americans with Disabilities Act (ADA) and the ADA Amendments Act (ADAAA). Ability is required to apply state statutes, architectural codes and contacts.
Education and Experience requirements at this level consists of those in level I and registration as a licensed architect in the State of Oklahoma or substituting two additional years of experience as an architect for the required license.
NOTE: Registration is granted by the state through the Board of Governors of Licensed Architects and Landscape Architects of Oklahoma. The requirements for registration as a licensed architect are in accordance with the 59 O.S. Supp. 1988, Section 46.24.
Level III Code: F69C Salary Band: O
This is the leadership level of the job family where employees perform in a managerial or consultative capacity and may be assigned responsibility for planning, organizing and directing a statewide architectural program, including directing outside consultants for one or more state agencies. Incumbents are assigned responsibility for directing and supervising the work activities of an architectural section or program including direct supervision of other professionals and staff. This level has sole responsibility and authority to approve and authorize each stage of a project through completion, including the authority to review and approve consultant invoices and general contractor Application for payment requests.
Knowledge, Skills and Abilities required at this level include those identified at level II plus the ability to perform and direct difficult and complex architect projects; to effectively organize, motivate and direct staff, and to develop and administer contractual agreements.
Education and Experience requirements at this level consist of those listed in Level I and II plus an additional three (3) years of experience as a licensed architect.
Applicants must have a valid driver's license and be willing and able to perform all job related travel normally associated with this position.
Upon appointment into level I, incumbents not already having their license must work under the supervision of a licensed architect for three (3) years before being eligible to sit for the licensing exam.
Incumbents in this job family must renew their license every two years with the Board of Licensed Architects and maintain continuing education credits (CEU's) as required for license.
