Business Services Liaison
Positions in this job family are responsible for implementing employment services, training programs and activities designed to find and develop jobs for clients of the Department of Rehabilitation Services, divisions of vocational rehabilitation (DVR) and visual services (DVS).
The functions within this job family will vary by level, but may include the following:
- Build and maintain relationships with businesses, government agencies, and community partners such as workforce boards, business or employer councils, job foundations, professional/support groups and business advisory councils for the purpose of developing job opportunities for people with disabilities.
- Provides economic indicators and employment trends for businesses, community partners and agency staff.
- Provides technical assistance, consultation and training to businesses, community partners, agency staff and the general public on workplace accessibility, ADA rules and regulations, workplace accommodations, tax credits, identifying barriers to employment and other services to businesses related to job opportunities for people with disabilities.
- Distributes information regarding labor market data, career outlook information, job opportunities, on-the-job training (OJT) or on-the-job employment (OJE), supported employment, customized employment, internships, apprenticeships and other types of competitive integrative employment programs for people with disabilities to businesses, community partners and agency staff.
- Develops and provides training such as soft skills, resume writing, interviewing techniques, job readiness and financial literacy.
The Business Services Liaison job family consists of three levels which are distinguished by the complexity of assignments, the level of expertise required to perform the duties assigned and the responsibility for providing leadership to others.
Level I Code: K40A Salary Band: J
This is the basic level of the job family where employees are primarily responsible for performing routine entry level work in a training status regarding job development and employment of people with disabilities. Employee may receive training in areas such as regulations, laws or agency policy; marketing techniques; presentation skills; forming partnerships; finding community and other resources; collecting job vacancy information; career outlook; research and presentation of labor market data, economic indicators and employment trends. May assist with conferences, training and other activities provided to businesses, community partners and agency staff.
Knowledge, Skills and Abilities required at this level include knowledge of the process of vocational rehabilitation and employment for people with disabilities; of available community resources for people with disabilities; of workplace health and safety precautions; of instructional techniques; of barriers to employment and how to use assistive technology and techniques to reduce the impact of disability on employment. Ability is required to communicate effectively in public and express ideas clearly and concisely, both orally and in writing; and to exercise sound judgment in analyzing situations and for making decisions.
Education and Experience requirements at this level consist of a bachelor’s degree in Business, Business Administration, Vocational Rehabilitation, Orientation and Mobility, Rehabilitation Teaching, Vision Rehabilitation Therapy, Special Education, Teaching, Counseling, Psychology, Community Counseling, Sociology, Social Work, a behavioral science or a closely related field; or an equivalent combination of education and experience, substituting one year of experience in career counseling, job placement, experience in an employment and training program, habilitation or a disability related field for each year of the required education.
LEVEL II Code: K40B Salary Band: K
This is the career level of the job family where incumbents are assigned duties and responsibilities at the full-performance level and perform tasks involving those identified in Level I plus the development and implementation of employment programs to provide or improve job opportunities for people with disabilities. Employees work independently and provide technical assistance and consultation and other services to businesses and DVR/DVS clients. Markets agency services to businesses and community organizations; disseminates information; provides education, outreach and training to the general public, businesses, employers, community organizations and potential employees about services and disability issues. Builds and maintains relationships with state and local entities and organizations.
Knowledge, Skills and Abilities required at this level include those identified in Level I plus the ability to carry out several projects simultaneously; to plan and deliver training and presentations; to secure and maintain the confidence and cooperation of both employers and individuals being placed; to make decisions in accordance with rules, laws, and regulations; and to clearly describe adaptive techniques, work procedures and assistive technology equipment for people with disabilities including the blind and visually impaired.
Education and Experience requirements at this level include those identified in Level I plus one year of qualifying experience in an employment and training program.
LEVEL III Code: K40C Salary Band: L
This is the leadership level where employees are assigned responsibility for all functions of the position including planning, developing, organizing and implementing services to businesses, community partners and agency staff regarding employment and training programs. May supervise lower level staff or lead special projects.
Knowledge, Skills and Abilities required at this level include those identified in Level II plus knowledge of federal, state and local government regulations and services pertaining to the employment and training of people with disabilities.
Education and Experience requirements at this level consist of those identified in Level II plus two additional years of qualifying experience or a Master’s Degree in Vocational Rehabilitation, Orientation and Mobility, Rehabilitation Teaching, Vision Rehabilitation Therapy, Special Education, Business, Business Administration, Teaching, Counseling, Psychology, Community Counseling, Sociology, Social Work, a behavioral science or a disability related field.
This job requires extensive travel and may include overnight stays.
Some positions in the Department of Rehabilitation Services may require proficiency in manual sign language as demonstrated by the successful completion of a competency test administered by the Department of Rehabilitation Services.
